5 o T> Brownfields 2008 Grant Fact Sheet Anderson County, TN EPA Brownfields Program EPA's Brownfields Program empowers states, commu- nities, and other stakeholders to work together to prevent, assess, safely clean up, and sustainably reuse brownfields. Abrownfield site is real property, the expansion, redevelopment, or reuse of which may be complicated by the presence or potential presence of a hazardous substance, pollutant, or contaminant. On January 11, 2002, President George W. Bush signed into law the Small Business Liability Relief and Brownfields Revitalization Act. Under this law, EPA provides financial assistance to eligible applicants through four competitive grant programs: assessment grants, revolving loan fund grants, cleanup grants, and job training grants. Additionally, funding support is provided to state and tribal response programs through a separate mechanism. Community Description Anderson County was selected to receive a brownfields assessment grant. Anderson County (population 71,330) is located in eastern Tennessee within the Coal Creek Watershed, a once prosperous coal mining region. The Coal Creek-Lake City area was once the center of commerce for the county. By the 1970s, coal mines were no longer active in the area. Today, the land is scarred by past strip mining and logging activities. An area-wide assessment that focused on mine-scarred lands identified petroleum releases at the La-Lite Block Corporation site in Lake City (population 1,888). About 22 percent of families and individuals in the city live below the poverty level, and the unemployment rate is about 10 percent. Assessment of the target site will help the county Assessment Grant $200,000 for petroleum EPA has selected Anderson County for a brownfields assessment grant. Petroleum grant funds will be used to conduct a Phase II environ- mental site assessment of the 4.5-acre former La- Lite Block Corporation site at 130 Bolin Road in Lake City. The property was used as a commercial concrete block manufacturing facility, a mobile home park, and an automobile salvage and scrap yard. Grant funds also will be used to support community outreach activities.
