Improving Our Regulations Through Periodic Retrospective Review
            Fact Sheet
The U.S. Environmental Protection Agency (EPA) is beginning a new periodic retrospective
review of our existing significant regulations, to determine whether any such regulations
should be modified, streamlined, expanded, or repealed, so as to make the Agency's
regulatory program more effective or less burdensome in achieving the regulatory
objectives.

As called for by President Obama in Executive Order 13563, "to facilitate the periodic review
of existing significant regulations," EPA will "consider how best to promote retrospective
analysis of rules that may be outmoded, ineffective, insufficient, or excessively burdensome,
and to modify, streamline, expand, or repeal them in accordance with what has been
learned."

From 02/18/2011 to 04/04/2011, we asked the public to help us design the plan we will use
to periodically review our regulations. We expect to post our preliminary plan on the
Improving Our Regulations website (http://www.epa.QOv/improvinqreQulations') by late May
or early June.

From 02/18/2011 to 04/04/2011, many public citizens submitted comments on our plan for
retrospective reviews of existing regulations. The comments were captured in a number of
dockets on Regulations.gov that helped us to categorize the comments. You can access the
dockets from three pages in the Improving Our Regulations website:

   • Public comments by issue or impact (e.g., innovation, environmental justice,
      science).
   • Public comments by program area (e.g., air, water, pesticides)
   • General public comments
