Frequently Asked Questions: Amendment to the
Greenhouse Gas Reporting Rule to Extend 2010
Reporting Deadline
Reporting of Greenhouse Gases (40 CFR Part 98)
What is the action being taken?
The U.S. Environmental Protection Agency (EPA) recently issued a final rule to extend the deadline for reporting
2010 greenhouse gas (GHG) data under the GHG Reporting Program from March 31, 2011, to September 30, 2011.
This action also effectively extends the online registration deadline for entities required to report 2010 GHG data
under the GHG Reporting Program to August 1, 2011, 60 days before the reporting deadline.
What is the purpose of this rulemaking?
This rulemaking will allow time for EPA to test and refine the online tool that data reporters will use to submit their
GHG reports, enhancing data quality during the first year of the program. EPA will also ensure that the tool is
workable and user-friendly and that the reporting will occur smoothly by allowing some reporting entities to test the
tool themselves and provide feedback to EPA. This will allow us to better tailor our training and outreach and to
make sure that reporting entities are familiar with the tool well in advance of the new reporting deadline.
When will this rule go into effect?
This rule will go into effect as soon as it is published in the Federal Register.
When will the 2010 GHG data be published?
EPA maintains its commitment to making the 2010 GHG data public by the end of this year.
Who is affected by this rule?
This rule will affect all facilities and suppliers that are required to report 2010 GHG data under the GHG Reporting
Program. This action does not affect the deadline for reporting 2011 data (in 2012) or for registering in 2012 or
subsequent years.
Does this reporting extension affect the amount and type of data that must be reported to EPA?
This rule does not affect the data that will ultimately be reported to EPA. It simply changes the date by which this
data must be reported in the first year of the program.
How is this different than EPA's announcement on March 1, 2011, of its intention to extend the reporting
deadline?
The original reporting deadline of March 31, 2011, was codified in regulation. For the extension to be effective, the
Agency needed to draft a regulatory amendment, have it signed by the Administrator, and have it published in the
Federal Register. The Administrator signed the amendment extending the reporting deadline for 2010 GHG data,
which will be published in the Federal Register shortly and will be effective when published.
I have already registered online with the electronic GHG Reporting Tool (e-GGRT). Do I have to register
again?
No. If your company has already registered with e-GGRT there is no need to register again.
