Description

EPA's Technical Assistance for Brownfields (TAB)
program provides geographically-based technical
assistance and training to communities and other
stakeholders, free of charge, on brownfields issues.
A brownfield is defined as real property, the expan-
sion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of
a hazardous substance, pollutant, or contaminant.
The goal of the TAB program is to increase the
community's understanding and involvement in
brownfields cleanup and redevelopment.

Four organizations have been awarded TAB grants
and serve as independent sources of information to
provide technical assistance to communities facing
brownfield challenges:

• New Jersey Institute of Technology serves
  communities in Regions 1,2, and 3.
• Enterprise Corporation of the Delta, Inc. serves
  communities in Regions 4 and 6.
• Kansas State  University serves communities in
  Regions 5 and 7.
• The Center for Creative Land Recycling serves
  communities in Regions 8, 9, and 10.

Note: Recompetition of these TAB grants is not
expected before 2013.

TAB grantees assist brownfields communities with:

• Reviewing and explaining brownfield related
  technical reports
• Providing information about basic science,
  environmental policy and other technical matters
  related to brownfield sites
• Helping to understand health risks associated
  with a brownfield property
• Providing information to assist with understand-
  ing environmental issues and how they affect
  brownfield cleanup and redevelopment
                                           Facilitating brownfield redevelopment efforts by
                                           supporting community and other stakeholder
                                           involvement activities.
                                         Required Activity?
                                         No. However, CICs should be informed about all
                                         types of available technical assistance to be able to
                                         answer basic questions and direct the community to
                                         appropriate sources of support. CICs involved at a
                                         Superfund site in the same community as a
                                         brownfield may have to field questions about the
                                         brownfields program from residents and others in
                                         the affected communities.

                                         Making it Work

                                         When to Use

                                         Although direct CIC participation in brownfields is
                                         neither required nor likely, CICs may collaborate
                                         with EPA Regional brownfields coordinators and
                                         other brownfields team members and advise them
                                         on community involvement techniques. CICs also
                                         may serve as facilitators or EPA representatives in
                                         community partnerships or refer communities to
                                         EPA's Regional brownfields coordinators or one of
                                         the TAB grantees. A current list of brownfields

                                         How to Use

                                         Community members interested in brownfields
                                         assistance should contact the assigned TAB
                                         grantee in their Region to obtain information about
                                         support available in their area. Each TAB grantee
                                         offers technical assistance and a wide range of
                                         services to specific EPA Regions as follows:
