Quarterly Report Of LUST Recovery Act Measures And Jobs Reported

Where does EPA get the LUST Recovery Act performance measures data?

        Four times each year, EPA collects data from states and territories regarding Leaking Underground Storage
Tank (LUST) Recovery Act money performance measures and jobs. Indian country data are readily available
because the Agency directly implements the UST program there. Performance data include:  site assessments
initiated, site assessments completed, cleanups initiated, cleanups completed, and other assessment and cleanup
activities.

What are the LUST Recovery Act measures?

        EPA defined the LUST Recovery Act measures in its June 2009 Guidance To Regions For Implementing
The LUST Provision Of The American Recovery And Reinvestment Act Of 2009 (see page 7), which is available at
www.epa.gov/oust/eparecovery/lustproguide.pdf#page=9. EPA issued additional guidance and lessons learned, also
available on EPA's LUST Recovery Act Program Guidance web site:

How many LUST Recovery Act jobs were reported in this quarter?

        Between January 1  and March 31, 2011, LUST Recovery Act money created or retained 283.3 jobs.
Recipients of LUST Recovery Act money calculate and report the number of jobs each quarter by summing the total
number of hours worked and paid with Recovery Act money and dividing  that number by 520, which converts total
hours into full time jobs. For more information about calculating jobs, refer to Office of Management and Budget's

Where has LUST Recovery Act money been invested?

        States and territories have discretion to spend LUST Recovery Act money on LUST eligible projects in
various ways.  For example, some states invest the money for assessments to get an indication of the degree and
extent of contamination at many small sites. Other states focus efforts on a few difficult sites. Therefore, a small
number associated with any particular performance measure can represent a significant amount of work and  benefit
just as a large number can.  In addition, states and territories choose to use LUST Recovery Act money either
directly at the site or indirectly by funding state personnel to oversee activities.

       As of March 31, 2011, LUST Recovery Act money had been spent at 2,131 sites where one or more of the
measures have been achieved. In addition to the highlights in the table above, LUST Recovery Act money
contributed to other assessments and cleanups at an additional 3,571 sites, which did not begin as Recovery Act
projects and have not reached completion.
