EPA Community Action for a Renewed
Environment (CARE) Grants
The request for proposals (RFP) for financial
assistance through the Community Action for a
Renewed Environment (CARE) competitive grant
program is now available. CARE is a unique
community-based, community-driven, multimedia
demonstration program designed to help
communities understand and reduce risks due to
toxic pollutants and environmental concerns from all
sources.
The CARE grant program works with applicants and
recipients to help their communities form
collaborative partnerships, develop an
understanding of the many local sources of toxic
pollutants and environmental risks, set priorities, and
identify and carry out projects to reduce risks
through collaborative action at the local level.
CARE's long-term goal is to help communities build
self-sustaining, community-based partnerships that
will continue to improve human health and local
environments into the future. The Closing Date is
March 22, 2011.

Managing Economic
Development
Organizations
Training Course
This course will cover the
issues specific to economic
development organizations
such as working with board
and city council members, developing a vision for
the organization and community, delegation of
available resources to the right programs, and the
development of the most appropriate programs for
that organization and community. Since economic
development organizations differ from one another
depending on the resources available to them, the
location, and their mission, this course is taught in a
way that will equip a leader of any organization to
make better decisions and ultimately improve the
economic development landscape within his/her
community.

Local Government Tools for Sustainable
Design and Green Building
Implementation:
Removing barriers and providing incentives for
change
March 9, 2011
2:00 pm-3:30 pm
Do you work for a local government that is interested
in incorporating green building and sustainable
design components into your codes of ordinances,
standards and policies, but don't know where to
start?
Are you an innovative builder that has run into road
blocks for high performance building techniques?
Are you a member of a "green team" that is charged
with promoting green building practices in your
community?
Join us to learn more about the topic and hear about
recently released EPA resources, including the
Sustainable Design and Green Building Toolkit for
Local Governments
www.epa.gov/region04/recycle/green-building-
toolkit.pdf.
Participants will also be introduced to the concept of
Administrative Lean, and how it can be deployed to
improve efficiencies and support green building
incentive programs without increasing costs. For
more information on Lean, please visit:
www.epa.gov/lean.
* If you have an example of a code of ordinance
related green building barrier that you'd like
discussed during the webinar, please contact Karen
Bandhauer at bandhauer.karen@epa.gov by March
2,2011.

Redesigned Smart Growth
Network Website Launched
The website for the Smart Growth Network is
regarded as one of the premier information
sources on all things smart growth. EPA funds
the website through a competitively awarded
cooperative agreement with the National Center
for Appropriate Technology (NCAT). The site
was transferred to NCAT by the previous grant
recipient after the grant competition. After NCAT
spent more than a year analyzing the "usability"
of the site and modernizing the underlying
architecture, the redesigned site sports a more
modern look and is more user friendly. The web
address is www.smartgrowth.org.

EPA Awards $600,000 Targeted
Watershed Grant to River Network
The U.S. Environmental Protection Agency (EPA)
awarded $600,000 to River Network to engage
communities and increase citizen connection,
understanding, and stewardship of urban
waterways. This award was made through the
Targeted Watershed Grants Program and is an
Urban Waters Capacity Building Grant. Under the
grant, River Network will form a partnership with
Groundwork USA to establish and manage a
competitive urban watershed subaward program.
River Network will select five to seven subawardees
competitively to receive funding (ranging from
$30,000 to $70,000) and up to 400 hours of
technical assistance for projects designed to
strengthen their organization. As part of the grant,
River Network will also provide a wider peer-learning
network for other organizations working on urban
water issues. The goal is to support a new urban
waters movement by building highly capable
organizations that are self-sustaining and can carry
out programs to protect human health and the
environment. The urban waterways in many
communities are compromised landscapes,
impacted by various sources of pollution and often
neglected and ignored. These capacity-building
subgrants will provide local organizations, tribal and
local governmental with skills and techniques to
protect their urban waterways and promote more
vibrant, economically sustainable communities. All
subawardees will attend the National River Rally in
North Charleston, South Carolina on June 3-6, 2011.

rally-2010)
For additional information on applying to River
Network for funding, please contact Diana Toledo or
visit the River Network Urban Waters Capacity
Building Grants Request for Proposals .
EPA initiated the Targeted Watersheds Grant
Program in 2002 to encourage successful
community-based approaches to protect and restore
the nation's watersheds. Watershed health is
important to providing clean, safe water where
Americans live, work and play. Since 2003, more
than $50 million has been provided to 61
organizations through EPA Targeted Watersheds
Grants.
