Earth Day 2010: EPASmartWay
Celebrates Success!
As the nation celebrates the 40th anniversary of Earth Day, EPA
SmartWay congratulates our partners for reducing carbon dioxide
emissions, saving fuel, and creating a more sustainable transporta-
tion system. Since our launch in 2004, SmartWay partners have saved
nearly 1.5 billion gallons of diesel fuel and prevented the formation of
14.7 million metric tons of carbon dioxide (CO2) and other emissions that
contribute to climate change.
SmartWay continues to grow. This year, SmartWay passed the 2,000 part-
ner mark and now has 2,600 partners. This is nearly double the number
of partners we had this time last year. Each of SmartWay's 2,600 part-
ners is critical to our programs's continued success - and each partner is a
success story in itself. Check out the stories about two of our partners,
C.H. Robinson and Knight Transportation, in this edition.
Trucking companies - including large multi-national trucking fleets and
small independent owners - accounted for nearly 75 percent of the last
year's growth. These companies have found that in today's tough business
climate, it pays to cut fuel costs while simultaneously addressing customer
demands for more sustainable goods movement.
At the same time, we've experienced a rise in the number of retailers,
manufacturers, and logistics providers joining the partnership. These part-
ners look to EPA SmartWay for a consistent method to assess and track the
environmental performance of their supply chain operations.
Through SmartWay, shippers are finding new ways to collaborate with
their freight carriers, and are working together to monitor and lower
greenhouse gas emissions from their supply chain. Many of our partners
also are looking beyond their U.S.-based operations and are interested
in replicating the success they've achieved through SmartWay to their
transportation activities that cross international boundaries.
As we look ahead to our next Earth Day, our goals are to continue to
support our partners in their efforts to benchmark and assess their trans-
portation-based carbon footprint, and to find solutions for reducing this
footprint. As many of you know, SmartWay is developing a suite of new
emissions assessment and tracking tools that will greatly enhance our part-
ner's ability to track emission reductions, and at the same time improve the
usability of these tools. SmartWay freight partners can also benefit from
enhanced consumer recognition of SmartWay (see adjacent box). We are
busy planning other program enhancements and will keep our partners
posted as we roll these out. As always, we welcome your suggestions and
recommendations on how SmartWay can help green your supply chain!

EPA refreshed its consumer campaign this
Spring with "smiling car," a new print-
based media message. You will soon find
EPA SmartWay's "smiling car" at area
malls and airports, encouraging consum-
ers to purchase SmartWay certified light
duty vehicles.
"Smiling Car" also is available to our
partners as a tool for raising awareness of
SmartWay certified vehicles among your
employees and in your communities. A

Update on SmartWay Program Developments
2010 has been a transition year for SmartWay. We are in the process of beta-testing new emissions
assessment and tracking tools for our carrier partners, and evaluating similar tools for our shipper and
logistics management partners.
In addition to strengthening the partnership, these new tools will create opportunities for SmartWay
to review how it recognizes partners, including our awards process. Partners will be updated via the
SmartWay website and listserv with information concerning developments affecting emissions assess-
ment and tracking tools, and the awards program. Thank you for your support!

C.H. Robinson Worldwide, Inc., with a base of nearly
50,000+ contracted motor carriers, is a global provider of
multi modal logistics services, fresh produce sourcing, and
information services. C.H. Robinson joined SmartWay five
years ago at the suggestion of a customer, IKEA Distribution
Services, North America.
Upon joining, C.H. Robinson soon found its efforts to elimi-
nate supply chain inefficiencies blended in perfectly with
Smart Way's sustainability goals.
"We recognized Smart Way's value early on," said Jim Butts.
senior vice president of transportation for C.H. Robinson.
"We share the same objectives - increase fuel efficiency and
reduce carbon impact. Just as important to C.H. Robinson is
Smart Way's emphasis on collaboration as a means to achiev-
ing those objectives.
"Roughly 75 percent of our truckload shipments are transport-
ed by motor carriers with fewer than 100 tractors," said Butts.
"These smaller carriers, in combination with our branch net-
work and a shared technology platform give C.H. Robinson
enormous flexibility to respond and competitively meet our
customer's needs. It also demands good collaboration."
With SmartWay, Butts notes that C.H. Robinson has opened
up its dialogue with its contract carriers on how improved fuel
efficiencies cut carbon emissions, increase competitiveness.

In reaching out to its contract carriers on the topic of envi-
ronmental performance, it quickly became apparent that for
many carriers, there was no lack of interest in reducing fuel
use and emissions. The obstacle for most, especially the
smaller carriers, said Butts, is having the cash flow needed to
make the necessary investments to retrofit their older trucks
and equipment.
After researching the issue, and some discussion with its ship-
ping customers and contract carriers, C.H. Robinson took ac-
tion and reached out to another long-time SmartWay affiliate.
Cascade Sierra Solutions (CSS). CSS is a non-profit group
committed to reducing fuel use and pollution from heavy-duty
diesel engines by identifying, promoting and financing clean
technologies for carriers. Based in Coburg, OR, CSS serves
clients throughout the U.S.
In 2009, C.H. Robinson launched a Customer Match Program.

where C.H. Robinson invites its customers to make donations
to CSS which will be matched by C.H. Robinson.
SmartWay-verified equipment eligible for funding includes
idle reduction units, aerodynamic add-on equipment, low
rolling resistance tires, as well as paniculate filters and other
devices to control diesel emissions. Replacement of old dirty
trucks with clean new ones is also financed under the Custom-
er Match Program. CSS facilitates the purchase, providing
carriers with support in their upgrade selection.
To date C.H. Robinson, has contributed over $60,000 to the
matching program, enabling the upgrade of eight vehicles.
In addition, C.H. Robinson is playing an active role with
SmartWay providing input on improvements the partnership
is making to its carbon measurement, assessment and tracking
tools. These updated tools will include a new user interface
with better help and support material, enhanced user outputs.

C.H. Robinson also is preparing to integrate SmartWay's
carbon tracking tools into the company's technology platform
for truck carriers. C.H. Robinson ultimately plans to establish
a portal for motor carriers, where they could link directly to
the SmartWay's carbon tracking system, join the partnership
and begin monitoring their environmental performance.
"Through this portal, we will be in a great position to
communicate SmartWay's message to our small contract
carriers," said Butts. "For many of these smaller fleets and
independent operators, this will be an important step toward
getting a handle on their fuel costs, understanding their emis-
sions footprint and taking advantage of the tools and support
that C.H. Robinson - and SmartWay ~ can provide them."
In the five years that it has been a SmartWay logistics partner.
C.H. Robinson estimates that 48 percent of its contract carri-
ers are SmartWay partners - a substantial increase compared
to when it first joined and only 17 percent of its contract
carrier base were participating in SmartWay. Even so, the
company calculates that only 20 percent of the freight C.H.
Robinson is responsible for delivering is hauled by SmartWay
carriers.
The company's aim is to increase that to 35 percent of all
freight by 2011. Through collaboration, its match program.

that goal and plans to continue spreading the word about the
benefits of SmartWay!

New SmartWay Group Manager:
Welcome Cheryl Bynum!
Beginning this year Cheryl Bynum became the new program
manager for EPA's SmartWay Transport Partnership. Ms. Bynum
brings a breadth of knowledge to the job from her 15 years in
EPA's Office of Transportation and Air Quality, including more
than eight years with SmartWay. Before assuming her current
leadership position, Cheryl served as team leader for SmartWay's
technology group, conducting test programs and developing test
methods to evaluate the performance of commercial trucks and
equipment, and designing the requirements for SmartWay-certi-
fied vehicles and equipment. Prior to joining EPA, Ms. Bynum
held a number of key positions in the transportation and supply

California's Heavy-Duty Greenhouse Gas
Regulation Now in Effect

ffective this year, all long-haul tractors pulling 5 3-foot or longer box type trailers operating on California highways
are affected by a new set of regulations aimed at increasing fuel efficiency and reducing greenhouse gas emissions
from the freight industry.
The California Air Resources Board (ARE) adopted these regulations in December 2008 and projects that they will reduce
greenhouse gas emissions by approximately 1 million metric tons of carbon dioxide-equivalent per year by 2020, statewide.
Over the first 11 years, beginning in 2010 when the rule goes into effect, California estimates that truckers and trucking
companies will save about $8.6 billion when diesel fuel consumption is reduced by as much as 750 million gallons in
California and 5 billion gallons across the nation. This estimate is based on diesel fuel cost estimates ranging from $3.14 to
$3.69 over the 11 year period
The tractors and trailers subject to this regulation must use U.S. Environmental Protection Agency (EPA) Smart Way certi-
fied tractors and trailers, or retrofit their existing fleet with SmartWay verified technologies. For information on the ARE
and EPA funding programs that have been established to assist owners and operators of diesel engines go to www.epa.gov/

All affected tractors and trailers operating on California's highways are subject to the new regulations, regardless of where
they are registered. The regulations apply primarily to tractor and trailer owners, drivers, and motor carriers; although
California-based brokers and shippers also share responsibility for compliance when operating or using affected vehicles in
California.

Knight to Take Delivery of 370 New SmartWay Certified
Tractors: Efficiency & Environmental Gains Expected
SmartWay Partner Knight Transportation begins taking delivery of 370 new SmartWay certified tractors from Volvo
Trucks North America this month. Knight's new 2010 VNL670s are built with a full-height, raised-roof sleeper
compartment and come equipped with the very fuel efficient Volvo D13 diesel engine, meeting EPA's 2010 engine
emission standards and qualifying the base tractor for SmartWay certification.
To secure SmartWay certification, Knight spec'd its order to include low rolling resistance tires, direct fired cab heaters and
a full aerodynamic package for all tractors.
"SmartWay certified trucks are better for the environment and they're better for us," said Dave Williams, vice president of
equipment and maintenance for Knight. "Our tests also show gains in fuel economy."
Knight has been a SmartWay partner since 2004, and has adopted a number of strategies promoted by the partnership to
save fuel, money and the environment. In recent years, Knight has upgraded its fleet with SmartWay certified tractors.

VERIFIED TECHNOLOGY MANUFACTURERS NOW ON WEB

uidelines for SmartWay verified technology manufacturers to communicate their participation in EPA's
SmartWay program are now available on the web (epa.gov/smartway/transport/partner-resources/resourc-
es-logouse.htm).
Manufacturers of SmartWay verified equipment produce idle reduction units, aerodynamic equipment, and low
rolling resistance tires that can help motor carriers lower fuel use and greenhouse gas emissions. SmartWay veri-
fied equipment is subject to specific testing protocols and criteria. Abroad range of federal and state grant funds
can be used to purchase SmartWay verified technologies and help offset costs.
In addition to providing marketing language for communicating a manufacturer's affiliation with Smart-
Way, the guidelines also describe and link to marketing tools that technology manufacturers may use. For
