EPA Brownfields Program
EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. Abrownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. On
January 11, 2002, President George W. Bush signed
into law the Small Business Liability Relief and
Brownfields Revitalization Act. Under this law, EPA
provides financial assistance to eligible applicants
through four competitive grant programs: assessment
grants, revolving loan fund grants, cleanup grants, and
job training grants. Additionally, funding support is
provided to state and tribal response programs through
a separate mechanism.
Community Description
The New Hampshire Department of Environmental
Services (NHDES) was selected to receive a
brownfields assessment grant. The cities and small
towns of New Hampshire (population 1,314,895) grew
around textile mills and other manufacturing industries.
With the decline of these industries in the latter part of
the 20th Century, New Hampshire lost jobs and tax
revenues, and was left with a legacy of abandoned and
contaminated mill and industrial properties. The poverty

EPA has selected the New Hampshire Department
of Environmental Services for a brownfields
assessment grant. Petroleum grant funds will be
used to inventory and prioritize brownfields,
perform up to 10 Phase I and 10 Phase II environ-
mental site assessments, and conduct community
outreach activities.

agreement for the grant has not yet been negoti-
ated. Therefore, activities described in this fact
sheet are subject to change.
rates in the state's most rural counties range from 7.9
to 10 percent. Each of the urban clusters has a poverty
rate in excess of the state average, ranging from 7.2 to
26 percent. The NHDES estimates that the state
contains nearly 1,500 sites with petroleum contamina-
tion. Assessment of brownfields is expected to stimu-
late redevelopment efforts.
