EPA Brownfields Program
EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. Abrownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. On
January 11, 2002, President George W. Bush signed
into law the Small Business Liability Relief and
Brownfields Revitalization Act. Under this law, EPA
provides financial assistance to eligible applicants
through four competitive grant programs: assessment
grants, revolving loan fund grants, cleanup grants, and
job training grants. Additionally, funding support is
provided to state and tribal response programs through
a separate mechanism.
Community Description
The City of Hinesville was selected to receive a
brownfields cleanup grant. Located in eastern Georgia,
Hinesville (population 30,392) is the Liberty County
seat and a growing regional trade and service center,
with an economy based on both manufacturing and
tourism. Between 1990 and 2000, the city experienced
a 41 percent increase in its population. About 46
percent of city residents are African-American. The
target site, Al's Auto Repair, is located on Memorial
Drive in downtown Hinesville, where 36.2 percent of
residents are minorities and the poverty rate is 17.3
percent. Hinesville has identified 30 petroleum-con-
taminated sites in the target community, about eight of
which are along Memorial Drive. Many of them are
abandoned, idle, or underused. Redevelopment in

$150,000 for petroleum
EPA has selected the City of Hinesville for a
brownfields cleanup grant. Petroleum grant funds
will be used to clean up the 0.4-acre Al's Auto
Repair site at 123 Memorial Drive. Assessment
data indicate that petroleum products have im-
pacted soil and groundwater at the site.

expected to reduce health and environmental risks at
the site and complement the city's ongoing efforts to
redevelop the Memorial Drive corridor.
