Dear Mr. Chairman:

       On March 4, 2009,1 briefed you and Ranking Member Simpson on some of the financial
and programmatic challenges facing the U.S. Environmental Protection Agency (EPA) based on
prior Office of Inspector General work.  During this briefing, you requested that I provide
information regarding outstanding unliquidated obligations for the EPA.

       Enclosed is the information we obtained from EPA's records.  It is listed in alphabetical
order, summarized by the program name, and includes outstanding unliquidated obligations
associated with that program as of March 31, 2009. The amounts are grouped by year beginning
with Fiscal Years 1980-1999 and 2000-2005; and by individual fiscal year for 2006, 2007, 2008,
and 2009. We also grouped those programs that had amounts outstanding under $100,000 on
one line.
