ENVIRONMENTAL JUSTICE Funding Sources. ^—^C-«~ ( r\+t~\ -m 11t-\ 1 f-i EJ in New England for Communities EPA NEW ENGLAND'S ENVIRONMENTAL JUSTICE PROGRAM works to protect all people, regardless of race, color, national origin or income, from environmental harms and risks, and to involve all citizens in making decisions that affect their environment. The program is designed to achieve environmental and public health improvements for communities disproportionately burdened by the impacts of pollution. FUNDING SOURCES Brownfields Grants Purpose: To provide funding for communities & other stakeholders in economic redevelopment to work, together to assess, safely cleanup, and sustainable reuse Rrownfields. Eligible Applicants: States, cities, towns, counties, U.S. Territories, Indian tribes and nonprofit organizations are eligible to apply. Award Amount: Between 200K-1M depending on type of grant. Website: www.epa.gov/brownfields/ grantsjnfo/index.htm Community Action for a Renewed Environment (CARE) Purpose: To provide support to help communities form collaborative partnerships, develop a comprehensive understanding of many sources of risk from toxics and environmental pollutants, set priorities and identify and carry out projects to reduce risks through collaborative action at the local level. Eligible Applicants: Local, public nonprofit organizations, Federally-recognized Tribal governments, Native American organizations, private nonprofit organizations, quasi-public nonprofit organizations (both interstate and intrastate), local governments, colleges and universities. Award Amount: Two funding levels: Level 1: $75,000-$100,000 Level 2: $150,000-$300,000 Website: www.epa.gov/care/ Environmental Education (EE) Purpose: To provide financial support for projects which design, demonstrate or disseminate environmental education practices, methods or techniques. Eligible Applicants: Local, Tribal, or state education agencies, colleges & universities, nonprofit organizations, state environmental agencies, & non-commercial educational broad- casting agencies. Eligible Applicants: 501(c)(3) non-profit organizations; certain other non-profit orga- nizations; cities, townships, or county govern- ments; federally recognized Native American tribal governments. Eligible Applicants: State and local govern- ments, public nonprofit institutions/organiza- tions, private nonprofit institutions/organi- zations, quasi-public nonprofit institutions/ organizations, Federally Recognized Indian Tribal Governments, K-12 schools or school districts; and non-profit organizations (e.g. grass- roots and/or community-based organizations). Funding will be considered for a college or university to support a project with substantial community and/or tribal involvement. Award Amount: $5,000-$35,000 Website: www.epa.gov/region 1/ eco/uep/hcgp.html Nonpoint Source Water Pollution Control Purpose: Established under Section 319 of the federal Clean Water Act, these funds are for the implementation of state nonpoint source pollution control programs. Each state "passes through" a portion of"these funds to other entities for implementing specific nonpoint source pollution management practices. Eligible Applicants: Public and private entities including nonprofits, local state governments, Tribes, special districts, educational institutions, and government agencies. State WQ agencies distribute the applications. Award Amount: Variable. Past awards range from $20,000 to $300,000 Website: www.epa.gov/owow/ nps/cwact.html Pesticide Environmental Stewardship Program (PESP) Purpose: To provide funds for research, education, and demonstration to reduce risk and use of pesticides, in both agricultural and non-agricultural settings. Eligible Applicants: States, Territories, Federally-recognized Tribes and any agency or instrumentality of a State including state universi- ties and some commodities groups. Award Amount: Usually up to $47,000 per project. Website: www.epa.gov/pestwise/ grants/index.html Pollution Prevention Incentives (PPIS) for States/Tribes Purpose: To build and support state pollution prevention (P2) capabilities and to test, at the state level, innovative pollution prevention approaches and methodologies. Eligible Applicants: State agencies, federally- recognized Tribes, Territories and possessions. States are encouraged to form partnerships with other P2 providers. Award Amount: Up to $200,000 per grant. Eligible Applicants: States, U.S. territories, Award Amount: federally-recognized Tribes, local governments, inde- Typically pendent school district governments, state-controlled $25,000-$75,000 institutions of higher education, non-profits having a 501(c)(3) status, and private institutions of higher education. Website: www.epa.gov/oppt/ p2home/pubs/grants Northeast Diesel Collaborative Emissions Reduction Program Purpose: To support diesel emissions reduction projects in EPA Regions 1 and 2, which include the states of Connecticut, Maine, Massachusetts, New Hampshire, New Jersey, New York, Rhode Island, and Vermont - including Tribal lands belong- ing to the federally-recognized tribes in these regions, or the territory of the US Virgin Islands, or the Commonwealth of Puerto Rico. Eligible Applicants: A regional, State, local or tribal agency or port authority with jurisdiction over transportation or air quality; and a non- profit organization or institution that - 1) represents or provides pollution reduction or educational services to persons or organizations that own or operate diesel fleets; or 2) has, as its principal purpose, the promo- tion of transportation or air quality. School districts, municipalities, metropolitan planning organizations (MPOs), cities and counties are all eligible entities under this assistance agreement program within the extent that they fall within the definition above. Award Amount: Typically $100,000 to $500,000 Website: www.northeastdiesel.org/ funding.html Superfund Technical Assistance Grants (TAGs) Purpose: To enable communities affected by a site on the Superfund National Priorities List (NPL) to obtain technical assistance in interpreting information regarding the site. Eligible Applicants: Groups must be located near or affected by a site that is either proposed for or on the National Priorities List. Groups must incorporate as nonprofit organizations. Award Amount: Up to $50,000 initially; in the case of complex sites, additional funds may be available. Eligible Applicants: State, local governments, US commonwealth and territorial governments; federally-recognized tribes and tribal consortia, non-profit organizations, private and state- controlled institutions of higher learning and non-profit organizations having 501(c)(3) status. Funds can be used to develop new wetlands protection programs or refine existing protection programs. Funds cannot be used to fund operational support of wetland programs.
