What is the Quarterly Management Report?
This report shows the US Environmental Protection Agency's progress on selected priorities. It is intended
to elicit questions that lead to ideas about how the Agency can better execute our responsibilities under
the law and do a better job of protecting human health and the environment. In many cases, measures
may be affected by factors outside the Agency's control. Success often relies on working closely with our
partners: states, territories and tribes.
This report is only one of many budget, performance, and financial tools used by the Agency for
management purposes. It does not include all of the Agency's priorities. The report is a balance of national
and regional information. Because it is updated quarterly, most measures are outputs, not outcomes.
However, all the measures are linked to objectives in the Agency's Strategic Plan. Performing well on
these measures is assumed to lead to improved public health and environmental protection.

Water Quality
Setting Total Maximum Daily Loads (TMDLs) is one of the many tools used to reduce nutrient pollution in the Mississippi River and the Gulf of Mexico. Regions 5, 7,
and 8 joined the Great South in reporting this measure. All regions met or surpassed their FY07 targets. Key strategies in FY07 included developing TMDLs in a
watershed context (Region 5) and assisting state efforts (Region 6).

understanding of environmental risks, build institutional capacity, and improve regional

Lead Poisoning
Removing or otherwise controlling lead in housing addresses one of the primary
remaining sources of lead poisoning. Region 5 accomplishments resulted from
Administrative and Judicial settlements while Region 7 achieved its success

ENERGY STAR helps individuals and organizations reduce energy use, save
money, and prevent greenhouse gas emissions. The numbers below represent
estimated incremental savings attributable to the program as a result of new
activities during the quarter in question. Quarters 2-4 are in addition to the $14
billion in net savings and the greenhouse gas emissions avoided, equivalent to 25
million cars, saved as a result of investments made through the end of calendar
year 2006. Quarter 1 is in addition to the net savings and avoided greenhouse gas

Methane to Markets is an international public-private partnership to advance the
recovery and use of methane as a clean energy source. Through the 4th Quarter of
the FY we have met 85% of our 2007 calendar year milestones and are on target to
meet 100% by the end of CY 07.

Accomplishments
Six milestones were achieved in FY07 Q4 including
the release of the 2007 USG's M2M Accomplishment
Report and the successful award of over $2 million in
grants for projects and activities in Argentina, Brazil,
China, India, Korea, Mexico, Nigeria, Russia, and
Ukraine.
33 ) SmartWay works with the transportation and freight sectors to reduce
GHG emissions and reduce costs. Improved growth in Q4 due to
aggressive efforts of Partner Account Managers. Since the inception of

Water Quality

EPA approval of revised standards establishes updated goals for water quality
protection programs. Five Regions (Regions 2, 4, 5, 6, and 9) approved 100%
of their water quality standards submissions.

National Pollutant Discharge Elimination System (NPDES) permitting is
one of the most direct tools EPA has to address water pollution. The
priority permits initiative was created to prioritize the issuance of the
most environmentally significant permits. States continually strive to
exceed their goals and we are ahead of schedule in issuing designated
priority permits (i.e., 483 with target of 434 (111%) of target).

Chemicals

EPA is ahead of schedule in developing screening-level hazard characterization
reports for High Production Volume (HPV) chemicals to identify potential
hazards. In FY2007, reports were completed for 301 HPV chemicals, exceeding
the FY 2007 target of 259. Cumulative progress is 931, which includes a
baseline of 630 HPV chemicals.

The Pesticide program is on target for phasing out the old review process,
which means completing the remaining non-food use Reregistration Eligibility
Decisions (REDs) by the end ofFYOS, and ramping up the number of docket
openings and final work plans under registration review to fill the pipeline for
decisions.

Land Revitalization
EPA cleanup efforts complement state and local activities to restore contaminated
properties to environmental and economic vitality. For Brownfields properties
assessed, incomplete data was reported for Q4. There is a time lag for collecting
the data for "Brownfields Properties Assessed." Once all of the data is collected,
we expect to meet the FY2007 target.

President's Management Agenda
The President's Management Agenda contains five government-wide goals to improve federal management and deliver results that matter to the American people. Earning
a "green" score in these five areas addresses significant government-wide deficiencies identified by the Government Accountability Office, Inspectors General, the Office of
Management and Budget, and others. For Human Capital, EPA retained its "green" progress score meeting all quarterly deliverables and continuing to make progress in
status score for human capital in December 2007. EPA's E-Government Progress score went to Yellow in the Q4 2007.
