a- All sulfur standards begin on January 1 of a given year, unless otherwise noted.
b- The amendments adopting the North American ECA enter into force on August 1, 2011; per
the requirements of Regulation 14. 7, during the first year after an amendment designating a
new ECA, ships operating in that ECA are exempt from the fuel sulfur requirements of
Regulation 14. 4 and 14. 6. Thus, the fuel requirement enters into force on August 1, 2012.
c- Per the C3 Marine rule (§§80.510(k) and 80.5 11 (b) (9)), marine fuel for use in an ECA must
be produced at the 1,000 ppm sulfur level beginning June 1, 2014, terminals transition by
August 1, 2014, retailers/WPCs transition by October 1, 2014, and in use by December 1,
2014.
