Utilities and state program sponsors across the country are incorporating benchmarking and other ENERGY STAR tools and
resources into their energy efficiency programs. This document provides a quick way to find out which programs sponsors are
offering services that will help you improve the energy performance of your commercial buildings using ENERGY STAR. You
can quickly search for three types of program offerings: Automated Benchmarking Services, Benchmarking with Portfolio
Manager, and Building Performance with ENERGY STAR.

This solution simplifies the process of collecting and validating whole-building,
multi-tenant energy usage data. Customers place a request for a specific
building and ComEd provides the customer with a list of ComEd customers
located at the building address. Once the customer verifies that ComEd's list is
an accurate list of the tenants in the building, ComEd provides twelve months of
aggregate whole building  usage data directly to Portfolio Manager and provides
ongoing monthly usage data updates.

Estate (CRE) Toolkit
NYSERDA's Focus on Commercial Real Estate Benchmarking Toolkit is a free,
customized, user-friendly Web-based tool that enables commercial building
owners and managers to rate their buildings' energy efficiency and carbon
footprint relative to peer office buildings in New York City, the State, and across
the nation. NYSERDA includes the ENERGY STAR score in the Focus CRE
Scorecard using an automated benchmarking process. The Focus CRE Toolkit
also provides regional-based comparison of source energy consumption and
carbon emissions for buildings located  in New York City.

ENERGY STAR Track
for New Buildings
Customers must establish a baseline using Portfolio Manager or similar tool to
be eligible to receive reimbursement for retrocommissioning studies. Following
the baseline assessment and results documentation, APS will reimburse up to
50% of the retrocommissioning study costs with a per-project cap of $20,000.
Customers must benchmark their facility using Portfolio Manager or an
equivalent tool to apply for BGE's Full Retrocommissioning Services. BGE
provides incentives to cover up to 75% of the cost of retrocommissioning
services, with a per-project cap of $15,000.
ComEd uses Portfolio Manager as part of establishing eligibility for the Building
Retro-Commissioning program. To be eligible, customers must have a high EUI
or a low ENERGY STAR score in Portfolio Manager.
Duke's Prescriptive Energy Program for Hospitals and Energy Savings Master
Program for Commercial Real Estate encourage Portfolio Manager
benchmarking as part of a comprehensive energy savings program, which helps
customers establish an energy management plan to achieve their energy
savings goals.
Energy Trust of Oregon offers an "ENERGY STAR Track" option for recently
completed buildings that participated in ETO's new construction program,
offering incentives to projects completed after January 1, 2008. One eligibility
requirement is an ENERGY STAR score of 75 or above. Incentives are based
on the estimated annual energy savings calculated using data from EPA's
Portfolio Manager and Target Finder tools. The maximum incentive is $30,000.

Buildings
Focus on Energy employs a market segmentation approach, targeting the most
energy-intensive segments of the commercial market: restaurants, grocery,
healthcare, and hospitality. Focus on Energy promotes benchmarking with
Portfolio Manager as a key component of strategic energy management. Smart
Strategies® trainings, modeled after the ENERGY STAR Guidelines for Energy
Management, guide customers through the step-by-step process of developing
an energy management plan. The program also offers prescriptive incentives for
a range of ENERGY STAR qualifying commercial food service equipment.
Focus on Energy offers a benchmarking service to school districts who are
interested in doing so as part of their engagement with the Focus on Energy
support team. This service is provided to customers by request only.
MidAmerican Energy incorporates benchmarking with Portfolio Manager into the
preliminary analysis and assessment stages of its Nonresidential Energy
Analysis program EfficiencyPartners®. This program focuses on establishing
long-term energy efficiency action plans and engages top-level management.
The goal is to encourage comprehensive energy efficiency upgrades that take
the whole building into consideration.
National Grid will provide comprehensive facility operation and performance
assessment that will help determine a building's operating characteristics and
overall efficiency in relation to other similar buildings. Using Portfolio Manager,
the goal of this assessment is to help customers optimize and maintain their
building's performance implementing no and low-cost operational improvements
as well as other cost-effective equipment enhancements. Program
implementation is conducted with leadership by National Grid using a team
approach with pre-screened trade allies.
Nevada school district customers receive assistance comparing the energy
performance of their buildings with others in the district, the state, and the
nation. The Program requires customers to complete and submit a Portfolio
Manager benchmarking data collection form in order to be benchmarked. The
program staff works with customers to make sure that the data is complete and
accurate.
Customers complete a benchmarking request form to receive free assistance
with Portfolio Manager benchmarking. Once the benchmarking is complete, a
customer receives a score, EUI, or EPI, a data analysis graph, suggestions for
improving the facility operations and maintenance, and guidance on applicable
NJCEP incentive options. This service is currently available free of charge to
owners and managers of industrial facilities, hospitals and healthcare buildings,
multifamily properties, the hospitality sector, and colleges and universities. A
program summary video is available online.
P4P is a comprehensive energy efficiency program that provides incentives
towards whole-building energy improvements. Buildings have to benchmark
using Portfolio Manager before applying for incentives and one year after
installation is completed. If benchmarking documents a 15 percent savings after
one year, the project qualifies for a bonus incentive of up to 20 percent of total
project cost.

Better Bricks
NEEA's Better Bricks market transformation initiative encourages organizations
to incorporate energy-related business principles and products into the design,
construction and operations of their buildings. NEEA supports benchmarking
using Portfolio Manager across all its target markets (grocery, healthcare, and
commercial real estate). To build awareness and interest in improving whole
building energy performance, NEEA administers contests that leverage the
competitive nature of the commercial real estate industry and promote the use
of ENERGY STAR tools and resources for  commercial buildings.

NSTAR provides benchmarking with Portfolio Manager which includes
assistance collecting the correct data and setting up the facility in Portfolio
Manager. Once customers have benchmarked, they are directed toward
appropriate existing incentive programs to implement recommended energy

Through this NYSERDA program, K-12 school districts are provided technical
assistance for benchmarking using Portfolio Manager. Schools are then directed
to NYSERDA programs for additional technical assistance and financial
incentives when appropriate.

Programs
NYSERDA created the sector-based Focus approach to provide customers with
a single point of entry to access NYSERDA's core programs and to leverage
industry-specific associations to reach target audiences. The Focus programs
provide sector-based outreach, benchmarking using Portfolio Manager,
identification of savings opportunities, and direct customer entry into
NYSERDA's incentive programs. NYSERDA offers Focus Programs in the
following sectors: K-12 Schools, Colleges and  Universities, Hospitality,
Healthcare, Commercial Real Estate, Water/Wastewater, Industry, and State
and Local Government.

OPPD encourages customers to benchmark using Portfolio Manager by offering
regular trainings to customers. The company also hosts periodic ENERGY
STAR Challenge Roundtables for customers interested in learning more about
Portfolio Manager and ENERGY STAR tools to help improve the efficiency of
commercial buildings. OPPD further encourages benchmarking by providing
professional engineer services free of charge to building owners or managers
whose buildings are eligible to apply for the ENERGY STAR label.

Program
A customer building must have higher than average electrical intensity based on
analysis using Portfolio Manager to apply for Pepco's Retrocommissioning
incentives. The Retrocommissioning for Existing Buildings Incentive helps
Pepco's commercial and industrial customers determine energy usage in their
facilities, identify energy-saving opportunities, and optimize their existing
systems. The process includes multiple phases. At the end of each phase, the
customer must prepare and submit a report for review and approval before an
incentive payment is made.

More than a Million

Pacific Gas and Electric's More than a Million (MTM) targets large commercial
and institutional customers with a portfolio of buildings totaling at least 10 million
square feet. Pacific Gas and Electric's goal for each customer is to save 1
megawatt of electric demand (or "more than a million" watts) through a bundle
of large-scale efficiency projects across the customer's portfolio of buildings. All
eligible buildings in the customer's portfolio are benchmarked with Portfolio
Manager and  energy consumption data is updated monthly through Pacific Gas
and Electric's automated benchmarking service. Pacific Gas and Electric assists
customers in obtaining financial incentives and technical assistance to
implement multiple large energy efficiency projects at their facilities.

Xcel Energy offers a suite of programs under the Energy Analysis program. As
part of the On-site Energy Audit, properties are benchmarked using Portfolio
Manager. Xcel also provides a free, stand-alone benchmarking service for up to

providing an ENERGY STAR Evaluation Worksheet.
