Partnership Agreement
PARTNERSHIP
EPA's Green Power Community initiative recognizes communities that collectively purchase
green power in amounts that meet EPA's purchase requirements. Communities benefit from
the use of green power, while supporting the development of new, renewable energy
generation in the United States.
With this agreement, joins EPA's Green Power Partnership
(Name of municipality)
as a Green Power Community (GPC) and commits to:
• Have the community's local government join the EPA Green Power Partnership as a partner organization and meet all
requirements outlined in the standard Partnership Agreement, available at
http://www.epa. gov/greenpower/pdf/gpp_partnership_agreement.pdf.
• Have the community's local government initiate and support a GPC campaign to increase the use of green power among
residents, businesses and non-profit organizations.
• Designate a local campaign leader to work with EPA. This person is responsible for coordinating and supporting the Green Power
Campaign. A campaign leader can be a municipal employee, NGO representative, utility employee, and/or local resident.
• Provide EPA necessary community-wide electricity use and green power use data.
• Certify that the community's collective green power purchase meets GPC program requirements within six months of signing this
Partnership Agreement.
• Report community-wide green power purchase activities annually to EPA.
• Use the GPC road sign in a manner that is consistent with road sign use guidelines.
In return, EPA commits to:
• Provide framework and goals for a GPC campaign.
• Provide public recognition.
• Provide procurement and communications assistance.
• Provide a listing of the community's participation on the EPA Green Power Partnership Web site.
• Provide two GPC road signs to the community as well as annual stickers signifying compliance with program requirements.
General Terms:
• Either party can terminate this agreement at any time without prior notification or penalties and with no further obligation. EPA
will not proactively comment publicly regarding the withdrawal of a GPC.
• Should either party terminate this agreement, the GPC Partner agrees to remove any public display of GPC signage.
• Community agrees that the activities it undertakes connected with this voluntary agreement are not intended to provide services
to the federal government and that the Community will not seek compensation from a federal agency.
• Community agrees that it will not claim or imply that its participation in the Green Power Partnership constitutes EPA approval or
endorsement of anything other than its participation in the program and will not make statements or imply that EPA endorses the
purchase or sale of the Community's products and services or the views of the Community's organization.
• EPA may post information about the Community's purchase publicly, but will honor all requests by a Community to keep purchase
data and/or electricity use confidential.
• EPA may use the Community's seal or logo in selected marketing materials.
• EPA reserves the right to periodically revise purchase or other eligibility requirements.

• Purchases must be generated from eligible renewable resources, which include solar, wind,
geothermal, biogas, eligible biomass, and eligible hydro electric power.
• Purchases must be voluntary and incremental to the renewable electricity in the standard
electricity service.
• The minimum commitment must come from "new" renewable energy resources
(i.e., installed after 1/1/1997).
• Commitment can be met with any combination of green power products
(i.e., green power, RECs, oron-site generation).
