Community Action for a Renewed Environment
(CARE) Grants
Applications due March 9, 2010
The U.S. Environmental Protection Agency is making $2
million available in 2010 to reduce pollution at the local
level through the Community Action for a Renewed
Environment (CARE) program.

EPA will award CARE cooperative agreements in two
levels. Level I awards range from $75,000 to $100,000
and will help establish community-based partnerships to
develop local environmental priorities. Level II awards,
ranging from $150,000 to $300,000  each, will support
communities that have established broad-based
partnerships, have identified the priority toxic risks in the
community, and are prepared to measure results,
implement risk-reduction activities and become self-
sustaining. Applications for the CARE grants are due
March 9, 2010.

Webcasts: EPA will conduct three  Webcasts to answer
questions from prospective applicants about the
application process on February 2,  23, and 26, 2010
from 1:00 p.m. to 3:00 p.m.

                   Maine DEP Revised Vapor Intrusion Guidance
                   The Maine DEP has published revised Vapor Intrusion
                   Guidance dated 1-14-2010. This guidance includes the
                   latest investigation procedures for Maine petroleum and
                   hazardous substance sites to determine if contaminants
                   have volatilized from contaminated soil or water into
                   indoor air. The guidance also includes risk-based
                   evaluation procedures to ascertain if the vapor intrusion
                   poses a risk. The guidance is available here.

Petroleum Brownfields: Selecting A Reuse Option
(EPA510-R-09-004)
This document was developed to assist state, tribal, and
local public officials, communities, developers, and
nonprofit organizations in envisioning the wide array of
reuse options they have for petroleum-contaminated
properties. It presents examples of successful reuse
projects, identifies best practices, and describes what is
possible, the benefits of reuse, and general lessons
learned in each case. The reuse examples are divided
into five categories: commercial, public, residential,
greenspace, and mixed-use.

EPA's Petroleum Brownfields Action Plan:  One Year
Later
This handout was developed for use at the recent
Brownfields Conference. It describes the Agency's
accomplishments in the year since it published the
Petroleum Brownfields Action Plan:  Promoting
Revitalization And Sustainability. It highlights the new
tools EPA has developed and updates stakeholders on
several initiatives.  For example, it describes how EPA is
coordinating with Smart Growth America to provide
information on petroleum brownfields to communities
and other stakeholders at workshops and meetings and
how EPA is coordinating with the U.S. Department of
Energy on the feasibility of siting renewable energy
projects  on old abandoned gas station sites.

                                                        Health Impact Project Request for Proposals
                                                        The Health Impact Project, a collaboration of the Robert
                                                        Wood Johnson Foundation and The Pew Charitable
                                                        Trusts, is now accepting proposals for health impact
                                                        assessment demonstration projects. Health impact
                                                        assessments (HIAs) are a valuable decision-making tool
                                                        for policymakers. HIAs take a flexible, data-driven
                                                        approach toward identifying the health consequences of
                                                        new policies, and help develop practical strategies to
                                                        enhance their health benefits and minimize adverse
                                                        effects.

                                                        HIAs are an effective way to incorporate health into the
                                                        decisions made by sectors that do not traditionally focus
                                                        on these outcomes—such as transportation, planning,
                                                        education or housing. This strategy helps communities
                                                        create safer environments and facilitate healthy living.
                                                        For example, an HIA for a new road could raise
                                                        questions about air quality, childhood asthma, and injury
                                                        rates, then address them early in the planning process.
                                                        The Health Impact Project will fund government
                                                        agencies, educational  institutions and nonprofit
                                                        organizations at the local, state and tribal levels. Up to
                                                        15 HIA grants will be awarded on a rolling basis and will
                                                        range from between $25,000 and $150,000 each.
                                                        Grantees will receive training, mentoring and technical
                                                        assistance from the Health Impact Project and leading
                                                        HIA experts.
