Successes  :

Penacook, NH - Work has begun on an
old tannery site: Penacook Family
Practice Break  Ground on New Medical
Office Building.

A Ground-Breaking Ceremony was held on June 2,
2011 for the Penacook Professional Building that will
become the future home for Concord Hospital's
Penacook Family Practice.  Concord Hospital will
lease the 9,600-square-foot building which is located
on the former Allied Leather Tannery site at 4
Crescent Street. The city sold 2.1 acres to DEW
Crescent Street Properties, LLC. after removing
contaminated soil and other materials from the site.
DEW will serve as both owner and construction
Manager for the project and plans to build an
additional 5,500 square foot addition on the site to
lease or sell.

                Levedo Building

                The City of Boston conducted a ribbon cutting
                ceremony with Mayor Thomas M. Menino fora
                newly completed transit-oriented mixed use
                complex. EPA provided technical assistance for
                community meetings to discuss transit oriented
                development and density concerns with the
                residents of the immediate neighborhoods. The
                building will contain affordable housing, and ground
                floor commercial space. The Codman Square
                Neighborhood Development Corporation developed
                the project, which is just steps from what will soon
                be a new commuter rail station stop.

The above ribbon cutting took place the same day
that construction commenced on what will be the
Talbot Ave. Station on the Fairmount MBTA Line.
This project will contribute to the creation of a
walkable transit village  in this community and
continue to build momentum along the MBTA
Fairmount Line for this  vision of vibrant, healthy
communities near mass transit.

This project's significant partnership of
HUD/DOT/EPA was commemorated on its two-year
anniversary with a broadcast in Washington, DC and
via video-conference to over 75 locations across the

City of Boston, EPA, MA DEP, and the
Consultant Team Receive Award for the
Development of the Area 2 Police Station on
the Former Modern Electroplating Facility
Site

During the annual award dinner for the New England
chapter of the Environmental Business Council this
project in Boston's Dudley Square was highlighted. The
site was once one of the largest and heavily contaminated
Brownfields sites with the City. Using a variety of
funding sources, including an EPA Brownfields
Assessment and Cleanup Grants, the City was able to
remediate the site and construct a LEED Platinum
building to house the areas police operations.  The
building is key to the  removal of blight and revitalization
of the neighborhood.

  Is your municipality considering the
  reuse of contaminated property?
PREPARED WORKBOOK is a tool providing a risk
management framework for evaluating various
actions that a local government might take to bring
about a desired reuse at contaminated properties.
These actions may include property acquisition and
non-acquisition approaches that include leasing,
transferring tax liens, collaborative partnerships with
property owners, and other incentives. PREPARED
provides worksheets to help document and guide
the evaluation process.

Amherst will be held October 17 - 20, 2011. This
conference attracts 700-800 attendees annually
representing academia and a wide variety of
environmental, regulatory, and engineering
professionals.

The Smart Growth Network is regarded as one of
the premier information sources on all things smart
growth.  EPA funds their website through a
competitively awarded cooperative agreement with
the National Center for Appropriate Technology

Brownfields Tax Incentives News

In December 2010, the Brownfields Tax Incentive
was extended retroactively through December 31,
2011.  In addition to updating the Brownfields Tax
Incentive fact sheet, guidelines, and FAQ
information on our website, we also recently posted
a new publication, "A Guide to Federal Tax
Incentives for Brownfields Redevelopment."  The
new publication highlights the various federal tax
incentives available for Brownfields redevelopment
including the Brownfields Tax Incentive.

The 2011 Brownfields Federal Programs Guide
updates the 2009 edition. The entry for each federal
agency or organization summarizes its mission and
its connection to brownfields and lists the programs
that provide technical or financial assistance
relevant to brownfields. Where applicable, a
description of eligibility requirements, availability,
uses and applications, as well as any restrictions on
use or eligibility is included. "Snapshots" of
Brownfield projects that have successfully leveraged
funding from these programs are included to
illustrate how federal programs have stimulated
brownfields cleanup and redevelopment around the
country.

Redevelopment Exchange System
(ACRES) Update -

For all active EPA Brownfields Grantees: A new
version of ACRES (v. 4.00.042) was released
Wednesday, May 18, 2011.
Changes include:

HUD/DOT/EPA Partnership
Funds Available for Intermediary
Organizations

This effort is part of a cross-agency collaboration
between HUD, the U.S. Department of
Transportation (DOT), and the U.S. Environmental
Protection Agency (EPA), known as the Partnership
for Sustainable Communities.

The recent funding announcement makes available
$5.65 million to fund intermediary organizations that
can provide capacity-building support for
communities engaged in planning efforts that
support community involvement and integrate
housing, land use, land cleanup and preparation for
reuse, economic and workforce development,
transportation, and infrastructure investments. Each
grantee is expected to deliver capacity-building
support to communities across the United States.

The Rivers, Trails, and
Conservation Assistance Program
- is the community assistance arm of the National
Park Service. RTCA supports community-led natural
resource conservation and outdoor recreation
projects.

RTCA staff provide technical assistance to
communities so they can conserve rivers, preserve
open space,  and develop trails and greenways.

Who may apply:
The project applicant may be a state or local
agency, tribe, non-profit organization, or citizens'
group. RTCA does not provide financial assistance
to support project implementation.

How to Apply:

the application guidelines f.pdfl (if you do not have
pdf writer or want to include longer text, we
recommend using the .doc version of the
application').

Applicants should discuss their project with RTCA
staff before applying for assistance. It can be helpful
to schedule an advance field visit by our staff to  best
understand how RTCA can be of assistance.

Due date:
Applications  are due by August 1st for assistance
beginning the following fiscal year (October 1st
through September 30th).

August 1 or by US Mail to the appropriate Program
Manager postmarked by August 1.
