BACKGROUND
The City of Cleveland and the surrounding Cuyahoga
county have seen an exodus of middle-income families
since the 1950s. As the City's traditional manufacturing
base has declined, poverty, unemployment and
abandoned industrial facilities have taken root in what
is considered the "inner ring" of Cleveland suburbs.
Cuyahoga County received a U.S. EPA Assessment
Demonstration pilot in 1994 and was awarded a
Brownfields Cleanup Revolving Loan Fund (BCRLF)
pilot in May 1999. The MidTown Corridor, composed
of 18 suburbs adjacent to the City of Cleveland, is the
focus of the County's BCRLF. The poverty rate within
this area is 58%, with a 99% rate for minority
populations.
STRUCTURE OF THE BCRLF PROGRAM
The Cuyahoga County Planning Commission (CPC) is
the Lead Agency for the BCRLF pilot. The State of
Ohio serves as the site manager and the County Office
of Management and Budget is providing assistance as
Fund Manager for the program.
BCRLF BORROWER
The Cuyahoga County Board of Commissioners is the
recipient of a $315,000 intra-governmental loan from
the BCRLF. The loan will be repaid in one year. The
Board of Cuyahoga County Commissioners is required
by Juvenile Court to provide a new, expanded and
modern youth intervention and wellness facility and
will use the BCRLF loan for the removal of
contaminated soils from one portion of the property.

BCRLF CLEANUP SITE
Within the MidTown Corridor, along Quincy Avenue,
the Cuyahoga County BCRLF will lend funding to
cleanup a 15 acre site formerly occupied by Schmidt's
Brewery. The site consists of three parcels, 7.27 and
5.1 adjacent acres and a 2.7 acre lot across the street
from the larger site. Between 1889 and 1951, the
southern parcels were the location of the Peerless
Automobile factory, a plating and manufacturing plant,
a foundry and the American Brewing Company, (later
Schmidt's Brewery).

Chemicals of concern on the site are arsenic and PAHs
that exceed residential standards under Ohio's
Voluntary Action Program (VAP). A USEPA-approved
PCB removal was conducted by The Cleveland Electric
Illuminating Company and the Ohio EPA on the
southwest corner of the property. An underground
storage tanks and asbestos were removed when the
building was demolished in 1994. Contaminated soils
will be excavated for building construction and grading
to conform with clean fill will serve as a remedy to
attain the residential standards for soil. Most of the site
is within the Urban Setting Designation (USD) for
groundwater.
PROPOSED SITE REUSE PLAN
The Cuyahoga County Board of Commissioners will
cleanup the site with BCRLF loan funds so that the land
may be reused to build a Youth Intervention Center, the
first of its kind in the nation following U.S. Department
of Justice guidelines. In additional to a new facility,
expanded social services and innovative family outreach
programs will be provided. The Youth Intervention
Center will serve as a model for the rehabilitation of
young people, as well as a "green" facility.
The design incorporates energy efficiency and will
feature a community garden and greenhouse on the
north parcel of the property to enhance the quality of
life for inhabitants, workforce, and neighbors.
BCRLF LEVERAGING
BCRLF funds will be used in conjunction with the new
State brownfields financing program, the Clean Ohio
Fund. This will be the first cleanup in Ohio under the
VAP Memorandum of Agreement (MOA) track.
