A brown!ield is "realproperty, the expansion, redevelopment, or reuse of which may be compli- cated by the presence or potential presence of a hazardous substance, pollutant, or contaminant." The 2QG2 Brownfields Amendment to the Compre- hensive Environmental Response, Compensation, and Liability Act (CERCLA) expanded the definition of brownfields to include mine-scarred land, properties contaminated by a controlled substance, and low-risk petroleum-contaminated properties. What Is the EPA Brownfields Targeted Assessment Program? EPA's Brownfields Targeted Assessment (BTA) Program is a voluntary program designed to help public entities and Tribes—especially those without EPA Brownfields Assessment Pilots/Grants— minimize the uncertainties of contamination often associated with brownfields. EPA Region 7 is accept- ing applications on an on-going basis to conduct environmental assessments on brownfield properties in Region 7 (Tribal lands, Nebraska, Iowa, Kansas, and Missouri). Assistance from EPA Region 7, in partnership with state and tribal environmental agencies, may encompass one or more of the following activities on brownfield properties: « A screening or "all appropriate inquiry" (ASTM Phase I) assessment, including a background and historical investigation and a preliminary site inspection; « A full (ASTM Phase 11) environmental assessment including sampling activities to identify the types and concentrations of contaminants and the areas of contamination needing cleanup; and » On a limited basis, proposal of cleanup options and cost estimates based on future uses and redevelopment plans. Who is Eligible to Apply? BTA funding may only be used on brownfield proper- ties, and the applicant must fall into one of the following categories: * Public entities such as municipalities, counties, or community development corporations who apply on behalf of a specific property they own or plan to obtain; « Indian Tribes; and » Recipients of an EPA Brownfields Assessment Grant if the specific property is not already being addressed by the assessment grant. Clear Redevelopment Vision Properties where a strong redevelopment plan exists, especiaily those developed with grassroots support, will be given priority. Applicants with no definite plan for the property are encouraged to apply if they feel the site has strong development potential as demon- strated by past or present interest by developers, EPA and State Assessment Assistance Applicants should demonstrate that property assess- ment assistance from the federal or state government is essential for reuse of the site. Social and Economic Benefits Projects that will result in significant social and economic benefits for the community will be given priority.
