EPA Brownfields Program

EPA's Brownfields Program empowers states.
communities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. A brownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant.

EPA's Brownfields Sustainability Pilots provide technical
assistance to support communities in achieving greener,
more sustainable assessment, cleanup, and redevelopment
at their brownfields projects. These pilots will also serve
as models for other communities across the country.

Project Description

EPA has selected The Waterfront as a Brownfields
Sustainability Pilot. Dunn Twiggar Company, LLC is
redeveloping a 26 acre brownfield located along the
Lehigh River in Allentown, Pennsylvania. The property's
historical uses of iron and steel manufacturing have left
behind contaminated  soil and ground water. Current site
conditions also prevent access or reintroduction of the
riverfront to the public.

EPA assistance will provide guidance on the reuse and
recycling of construction and demolition materials as well
as low impact development methods for stormwater
management and river protection along the Lehigh River.
The project proposes to transform the former brownfield
into a mixed use development containing residential,
commercial, and retail uses. Additionally, the current
concept plan provides for public space along the
riverfront in the form of park space, walking trails, and
other passive and active features designed to increase
appreciation for the historical, cultural, and
environmental importance of the river. The replacement
of the existing industrial uses on the property aims to
provide an economic  stimulus to the adjacent community,
resulting in new jobs  and interest in the area.
