EPA's Brownfields Program empowers states.
communities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. A brownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. On
January 11, 2002, President George W. Bush signed
into law the Small Business Liability Relief and
Brownfields Revitalization Act. Under the Brownfields
Law, EPA provides financial assistance to eligible
applicants through four competitive grant programs:
assessment grants, revolving loan fund grants, cleanup
grants, and job training grants. Additionally, funding
support is provided to state and tribal response
programs through a separate mechanism.
Community Description
The Town of Cave Creek was selected to receive an
assessment grant. The town has several large
abandoned mine sites within its boundaries that present
a devastated landscape abutting preserved pristine
Sonoran desert lands. A 38-acre gold mine that
operated from 1880 to 1985 is the largest of the known
brownfields within town boundaries. Approximately
4,000 people live in Cave Creek, which has four Habitat
for Humanity low-income dwellings. The town's
poverty and unemployment rates are similar to those of
nearby Phoenix. Assessment and cleanup of mine sites
will preserve undisturbed land and open the way to
constructing horseback and mountain bike trails, the
Cave Creek Museum, offices for the county parks and
recreation division, and a water storage tank. Several
local community groups will continue to participate in
the assessment, cleanup, and reuse planning of the
town's brownfields.
Assessment Grant
$165,600 for hazardous substances
EPA has selected the Town of Cave Creek for a
brownfields assessment grant. Grant funds will be
used to conduct assessment activities on
mine-scarred land, and the town has identified a
large mine site that may be assessed through this
grant. Grant funds also will be used to continue to
inventory brownfields sites in the town, conduct
reuse planning, and involve the community in reuse
decisions.
