EPA's Brownfields Program empowers states.
communities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. A brownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. On
January 11, 2002, President George W. Bush signed
into law the Small Business Liability Relief and
Brownfields Revitalization Act. Under the Brownfields
Law, EPA provides financial assistance to eligible
applicants through four competitive grant programs:
assessment grants, revolving loan fund grants, cleanup
grants, and job training grants. Additionally, funding
support is provided to state and tribal response
programs through a separate mechanism.
Community Description
Cuyahoga County was selected to receive an assessment
grant. Cuyahoga County (population 1,400,000)
encompasses 58 suburban communities. The urban core
of the county is the City of Cleveland and its
neighboring inner-ring suburbs. The county has a long
history of heavy industrial activity. Like many large
midwestern cities, the industrial base of the county's
economy has declined dramatically. A recent study
estimated that over 4,500 acres of brownfields in the
county have little or no real property value. These
properties are concentrated primarily within the
county's urban core, where they are barriers to
economic development. The City of Cleveland has a
poverty rate of 26 percent and the City of East
Cleveland has a poverty rate of 32 percent. The area
also has been plagued by crime, fragmented land
ownership, and unstructured land uses. The Cuyahoga
County Brownfield Redevelopment Fund and Program
have been established to promote redevelopment of
brownfields within the county.
Assessment Grant
$200,000 for hazardous substances
$200,000 for petroleum
EPA has selected Cuyahoga County for a
brownfields assessment grant. Hazardous substances
funds will be used to complete 8-12 Phase I site
assessments and 6-8 Phase II assessments of sites
contaminated with hazardous substances throughout
the City of Cleveland and neighboring suburbs.
Petroleum funding will be used to complete 8-12
Phase I site assessments and 10-12 Phase II
assessments at sites contaminated with petroleum.
Grant funds also will be used to conduct community
involvement activities.
