EPA Brownfields Program

EPA's Brownfields Program empowers states.
communities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. A brownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. On
January 11, 2002, President George W. Bush signed
into law the Small Business Liability Relief and
Brownfields Revitalization Act. Under the Brownfields
Law, EPA provides financial assistance to eligible
applicants through four competitive grant programs:
assessment grants, revolving loan fund grants, cleanup
grants, and job training grants. Additionally, funding
support is provided to state and tribal response
programs through a separate mechanism.

Community Description

The Maryland Department of the Environment was
selected to receive an assessment grant. The sites to be
assessed with hazardous substances funding are located
in Frederick City and the sites to be assessed with the
petroleum funding are in three locations in various parts
of Maryland. Frederick City has a population of 8,065,
of whom approximately 20 percent are minorities. The
hazardous substances sites to be assessed in Frederick
City are in close proximity to high-density residential
areas and include properties formerly used as
automobile repair shops, landfills, machine shops, and
canning and processing facilities. The petroleum sites
include a garage, a petroleum sales facility, and an
abandoned market and deli. Approximately 1,934
people live within a half-mile of the sites potentially
contaminated with petroleum. These  areas have an
average poverty rate of almost 28 percent.

                   $200,000 for hazardous substances
                   $120,000 for petroleum

                   EPA has selected the Maryland Department of the
                   Environment for a brownfields assessment grant.
                   The Department plans to use the hazardous
                   substances funding to conduct assessments at four
                   sites in the historic district of Frederick City.
                   Petroleum funding will be used to address three
                   brownfields  sites located in various areas along
                   public highways in Maryland.
