Brownfields 2003 Assessment Grant Fact Sheet Mount Clemens, Ml EPA Brownfields Program EPA's Brownfields Program empowers states. communities, and other stakeholders to work together to prevent, assess, safely clean up, and sustainably reuse brownfields. A brownfield site is real property, the expansion, redevelopment, or reuse of which may be complicated by the presence or potential presence of a hazardous substance, pollutant, or contaminant. On January 11, 2002, President George W. Bush signed into law the Small Business Liability Relief and Brownfields Revitalization Act. Under the Brownfields Law, EPA provides financial assistance to eligible applicants through four competitive grant programs: assessment grants, revolving loan fund grants, cleanup grants, and job training grants. Additionally, funding support is provided to state and tribal response programs through a separate mechanism. Community Description The City of Mount Clemens was selected to receive an assessment grant. The city, which is located less than 10 miles from Detroit, has a long industrial history. The city will target petroleum-contaminated sites in outdated and underused industrial areas that need to be cleaned up and redeveloped. The city's land area is 98 percent developed and 11 percent is in industrial use. Mount Clemens' population of 17,300 has been declining over the past two decades, and the city's unemployment rate is significantly higher than the surrounding county. The cleanup and redevelopment of assessed sites is expected to improve job opportunities for local residents and encourage private investment. The Mount Clemens Brownfield Redevelopment Authority will continue to involve residents in brownfields planning meetings and community outreach meetings. Assessment Grant $200,000 for petroleum EPA has selected the City of Mount Clemens for a brownfields assessment grant. The city will use grant funds to prepare an inventory of sites with suspected petroleum contamination and will conduct Phase I and Phase II assessments at petroleum-contaminated sites within its industrial corridor. Grant funds also will be used to initiate a site prioritization process that will involve the community in project oversight and planning.
