EPA Brownfields Program

EPA's Brownfields Program empowers states.
communities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. A brownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. On
January 11, 2002, President George W. Bush signed
into law the Small Business Liability Relief and
Brownfields Revitalization Act. Under the Brownfields
Law, EPA provides financial assistance to eligible
applicants through four competitive grant programs:
assessment grants, revolving loan fund grants, cleanup
grants, and job training grants. Additionally, funding
support is provided to state and tribal response
programs through a separate mechanism.

Community Description

The City of Nome was selected to receive a cleanup
grant. The city of 3,505 residents, 62 percent of whom
are Inupiat Eskimos, is an isolated community
accessible only by aircraft or ship during the ice-free
months. It is a poor, barren region where subsistence
fishing, hunting and gathering activities are prevalent.
The Nome Airport provides a critical lifeline between
all of the regional communities and advanced medical
care in Anchorage. The city-owned electric power
generation facility that distributes electricity to the
residences, businesses, and health care facilities of
Nome extends into the clear airway zone of the airport.
The Federal Aviation Administration, believing that
this is a safety hazard, has demanded that the plant
move to another location. By moving the facility to this
new location, the community will achieve a safe
runway for the airport.
                   Cleanup Grant

                   $193,692 for petroleum

                   EPA has selected the City of Nome for a cleanup
                   grant. The grant will target the proposed relocation
                   site for the city's new power plant at 504 Port Road,
                   also known as Block 21 of the Nome Airport. The
                   funds will be used to clean up
                   petroleum-contaminated soil and groundwater and to
                   conduct monitoring activities.
