EPA's Brownfields Program empowers states.
communities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. A brownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. On
January 11, 2002, President George W. Bush signed
into law the Small Business Liability Relief and
Brownfields Revitalization Act. Under the Brownfields
Law, EPA provides financial assistance to eligible
applicants through four competitive grant programs:
assessment grants, revolving loan fund grants, cleanup
grants, and job training grants. Additionally, funding
support is provided to state and tribal response
programs through a separate mechanism.
Community Description
The City of Oneonta was selected to receive an
assessment grant. Oneonta (population 15,000) has a
history of heavy manufacturing and agriculture. The
city has targeted a 100-acre industrial park for
redevelopment. It is the only area in Ostego County
designated for heavy industry and is within a recently
designated New York State Empire Zone. Many skilled
or trainable workers available for traditional
manufacturing and light industry employment are
currently employed in low-paying jobs in the retail
sector. The assessment of this underused industrial park
will accelerate ongoing efforts to market the site for
sustainable industrial redevelopment using tax relief,
subsidies, and infrastructure enhancement incentives.
Assessment Grant
$200,000 for hazardous substances
EPA has selected the City of Oneonta for a
brownfields assessment grant. The city has identified
a 100-acre heavy industrial area for assessments
through this grant. It is the only area in the county
designated for heavy industry. Grant funds will be
used to conduct Phase I and Phase II assessments of
parcels within the industrial park, prepare conceptual
reuse plans to support sustainable long-term
development, and involve the community in key
planning decisions.
