EPA's Brownfields Program empowers states.
communities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. A brownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. On
January 11, 2002, President George W. Bush signed
into law the Small Business Liability Relief and
Brownfields Revitalization Act. Under the Brownfields
Law, EPA provides financial assistance to eligible
applicants through four competitive grant programs:
assessment grants, revolving loan fund grants, cleanup
grants, and job training grants. Additionally, funding
support is provided to state and tribal response
programs through a separate mechanism.

Community Description

The City of Wyandotte was selected to receive a
revolving loan fund grant. Founded in 1854 along the
Detroit River, approximately 70 percent of the city's
land was developed prior to the early  1900s.
Abandoned or underused industrial and commercial
sites have created health and economic obstacles to
urban redevelopment. Since  1960, the city's population
has declined more than 41 percent. The revolving loan
fund will allow the city to redevelop contaminated sites
and to construct new housing, which should help
stabilize and reverse the population loss. The city has
targeted several brownfields sites in older residential
neighborhoods and along commercial corridors,
railroad tracks, and the waterfront. The city will
leverage additional funding through tax-increment
financing and through the city's Brownfields
Redevelopment Authority. Redevelopment of sites
currently owned by the city has the potential to add
more than $17 million to the tax base, create new jobs,
and generate at least $14 million in new capital
investment.
                   Revolving Loan Fund Grant

                   $1,000,000 for hazardous substances
                   EPA has selected the City of Wyandotte for a
                   brownfields revolving loan fund grant. The grant
                   will be used to capitalize a revolving loan fund from
                   which the city will provide loans and subgrants to
                   conduct cleanup activities on properties within the
                   city limits. The city is focusing on sites in older
                   residential neighborhoods and along commercial
                   corridors, railroad tracks, and the waterfront.
