EPA Brownfields Program

EPA's Brownfields Program empowers states.
communities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. A brownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. On
January 11, 2002, President George W. Bush signed
into law the Small Business Liability Relief and
Brownfields Revitalization Act. Under the Brownfields
Law, EPA provides financial assistance to eligible
applicants through four competitive grant programs:
assessment grants, revolving loan fund grants, cleanup
grants, and job training grants. Additionally, funding
support is provided to state and tribal response
programs through a separate mechanism.

Community Description

The Atlanta Youth Soccer Association was selected to
receive a brownfields cleanup grant. The targeted
property is on the border between the two mixed-use
neighborhoods of Kirkwood and Edgewood. Almost 53
percent of the  approximately 14,000 residents within a
one-mile radius of the property are African-American.
That percentage rises to almost 73 in the immediate
vicinity of the property (0.5-mile radius). The rate of
children on  subsidized lunch program in the local
schools ranges from 84 to 98 percent, and there are very
high rates of asthma and obesity reported in nearby
student populations. Replacing a brownfield site with
recreational greenspace will not only increase nearby
property values, but will also help address concerns
about asthma and obesity, two important public health
considerations for the minority youth of Atlanta.
                   Cleanup Grant

                   $107,214 for hazardous substances
                   $92,786 for petroleum

                   EPA has selected the Atlanta Youth Soccer
                   Association for a brownfields cleanup grant. The
                   hazardous substances funding will be used to
                   demolish and dispose of existing asphalt paving and
                   a dock structure at 161 Arizona Avenue, a 7.5-acre
                   abandoned truck depot site. Petroleum funding will
                   be used to clean, remove, and dispose of five
                   underground storage tanks at the same site. The
                   property will be developed into a youth soccer
                   complex.
