EPA's Brownfields Program empowers states.
communities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. A brownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. On
January 11, 2002, President George W. Bush signed
into law the Small Business Liability Relief and
Brownfields Revitalization Act. Under the Brownfields
Law, EPA provides financial assistance to eligible
applicants through four competitive grant programs:
assessment grants, revolving loan fund grants, cleanup
grants, and job training grants. Additionally, funding
support is provided to state and tribal response
programs through a separate mechanism.
Community Description
The Coastal Range Food Bank, Inc. was selected to
receive a brownfields cleanup grant. The food bank
serves several rural, mountainous communities in
western Oregon, all of which are within a 30-mile
radius of Blodgett. The combined population of the
service area is 8,931. The primary employer is the
logging industry, which in recent years has struggled
under changing economic conditions. These sparsely
populated forest communities are disproportionately
impacted by environmental, geographic, and economic
factors that limit opportunities for commercial or
industrial employment. The target area is within the
most economically distressed portion of Lincoln
County. Half of the population lives below the poverty
level, and the median household income is well below
the state average. Once the site is cleaned up, the food
bank can construct additional food storage buildings
and expand its operations. Redevelopment also will
provide an example of how private and government
partnerships can empower rural communities.
Cleanup Grant
$100,000 for petroleum
EPA has selected the Coastal Range Food Bank, Inc.
for a brownfields cleanup grant. Grant funds will be
used to clean up petroleum contamination at an
abandoned property that was formerly used as both a
gas station and a country store. The food bank hopes
to redevelop the site into its new home and food
distribution center. Grant funds will pay for the
removal of two substandard underground storage
tanks and associated piping, excavation of about 100
tons of petroleum-contaminated soil, and installation
of groundwater monitoring wells.
