A \ Brownfields 2009 Assessment Grant jSS2J Fact Sheet Ingham County, Ml REC(M(H.GBV EPA Brownfields Program EPA's Brownfields Program empowers states. communities, and other stakeholders to work together to prevent, assess, safely clean up, and sustainably reuse brownfields. A brownfield site is real property, the expansion, redevelopment, or reuse of which may be complicated by the presence or potential presence of a hazardous substance, pollutant, or contaminant. On February 17, 2009, President Barack Obama signed into law the American Recovery and Reinvestment Act. The Recovery Act is an unprecedented effort to jumpstart our economy, and create or save millions of jobs. This law provided stimulus funds to the Brownfields Program to award grants to evaluate and clean up former industrial and commercial sites. Under this law, EPA will provide financial assistance to eligible applicants through four competitive grant programs: assessment grants, revolving loan fund grants, cleanup grants, and job training grants. Community Description Ingham County was selected to receive two brownfields assessment grants. The county (population 279,295) is located in south-central Michigan and includes Lansing, the state capital. Once a thriving automotive manufacturing community, the county is now distressed. Four large automotive manufacturing facilities have closed in just the past four years. Many support businesses, such as parts manufacturers, have closed as a result. Ingham County's poverty rate of 20.4 percent is substantially higher than the statewide average. There are an estimated 2,000 brownfields in the county, including former manufacturing facilities, dry cleaners, and automotive service stations. Contamination from these sites is impacting groundwater and surface water quality. Many minority and low-income residents live in distressed neighborhoods that surround abandoned and deteriorating manufacturing facilities. Brownfield assessments are a major economic hurdle that must be cleared before proposed redevelopment projects can be started. The assessment of brownfields is expected to be a first step in brownfields cleanup and redevelopment. Assessment Grants $200,000 for hazardous substances (Recovery Act Funding) $100,000 for petroleum (Recovery Act Funding) EPA has selected Ingham County for two brownfields assessment grants. Community-wide hazardous substances grant funds will be used to conduct 10 Phase I and 8 Phase II environmental site assessments, conduct 8 baseline environmental assessments, conduct cleanup planning, and support outreach to the community. Community-wide petroleum grant funds will be used to conduct five Phase I and three Phase II environmental site assessments, conduct four baseline environmental assessments, conduct cleanup planning, and support outreach to the community.
