EPA's Brownfields Program empowers states.
communities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. A brownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. In
2002, the Small Business Liability Relief and
Brownfields Revitalization Act was passed to help
states and communities around the country cleanup and
revitalize brownfields sites. Under this law, EPA
provides financial assistance to eligible applicants
through four competitive grant programs: assessment
grants, revolving loan fund grants, cleanup grants, and
job training grants. Additionally, funding support is
provided to state and tribal response programs through
a separate mechanism.
Community Description
The City of Struthers was selected to receive a
brownfields cleanup grant. Located in northeast Ohio,
Struthers (population 11,200) is in an area that was once
the third largest steel producing region in the nation.
The city grew around a 300-acre steel mill complex that
closed in the 1970s. Since then, Struthers has struggled
to recover from the loss of the mill. Construction of an
industrial park occurred on part of the former mill
property, but expansion has been limited due to
environmental issues from past steel mill operations. In
the largely minority neighborhoods directly north and
southeast of the site, poverty and unemployment rates
are higher than those of the city. Citywide, the poverty
rate is about 13 percent. Cleanup of the target site is
expected to allow expansion of current industrial
enterprises at the site.
Cleanup Grant
$200,000 for petroleum
EPA has selected the City of Struthers for a
brownfields cleanup grant. Petroleum grant funds
will be used to clean up the abandoned southeast
portion of the CASTLO Industrial Park site at 100
South Bridge Street. The park was built in the 1980s
on an abandoned integrated steel mill complex and
has been used for a variety of other industrial
purposes. Soil and groundwater are contaminated
with petroleum products.
