Brownfields 2009 Cleanup Grant Fact Sheet
EPA Brownfields Program
EPA's Brownfields Program empowers states.
communities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. A brownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. In
2002, the Small Business Liability Relief and
Brownfields Revitalization Act was passed to help
states and communities around the country cleanup and
revitalize brownfields sites. Under this law, EPA
provides financial assistance to eligible applicants
through four competitive grant programs: assessment
grants, revolving loan fund grants, cleanup grants, and
job training grants. Additionally, funding support is
provided to state and tribal response programs through
a separate mechanism.
Community Description
The City of St. Albans was selected to receive two
brownfields cleanup grants. St. Albans (population
7,305) is located in the northwest corner of Vermont
and is the largest city in predominantly rural Franklin
County. Located at the crossroads of a once-active
railway system, St. Albans served as the county's center
for commerce and culture. The railway and the
industrial activities it supported have declined. The
former industries manufactured and stored a variety of
chemicals, solvents, and hazardous wastes that remain
in place and prevent the redevelopment of unused sites.
Poverty and unemployment rates in St. Albans are
significantly higher than the statewide rates. A
geographically small city of only two square miles, St.
Albans must look to its brownfields for developable
land. Cleanup of the former Fonda Container Company
property will help the city move forward with its plans
to build a senior housing center and a commercial and
retail complex near the center of its downtown.
Cleanup Grants
$400,000 for hazardous substances
EPA has selected the City of St. Albans for two
brownfields cleanup grants. Hazardous substances
grant funds will be used to clean up contamination at
the former Fonda Container Company property. One
cleanup grant will address Buildings 2 and 3 at 15
Lower Newton Street, and the other cleanup grant
will address Building 1 at 21 Lower Newton Street.
The facility is a former paper manufacturer and is
contaminated with PCBs, metals, and other
compounds.
