Brownfields 2009 Assessment Grant Fact Sheet Coshocton Port Authority, OH REC(M(H.GBV EPA Brownfields Program EPA's Brownfields Program empowers states. communities, and other stakeholders to work together to prevent, assess, safely clean up, and sustainably reuse brownfields. A brownfield site is real property, the expansion, redevelopment, or reuse of which may be complicated by the presence or potential presence of a hazardous substance, pollutant, or contaminant. On February 17, 2009, President Barack Obama signed into law the American Recovery and Reinvestment Act. The Recovery Act is an unprecedented effort to jumpstart our economy, and create or save millions of jobs. This law provided stimulus funds to the Brownfields Program to award grants to evaluate and clean up former industrial and commercial sites. Under this law, EPA will provide financial assistance to eligible applicants through four competitive grant programs: assessment grants, revolving loan fund grants, cleanup grants, and job training grants. Community Description The Coshocton Port Authority was selected to receive two brownfields assessment grants. Coshocton County (population 36,976), nestled in the hills of central Ohio, contains a mix of industrial urban and rural areas that are affected by the presence of blighted industrial properties. The lack of developable land, due to the large number of vacant brownfield sites, is limiting redevelopment in an already economically challenged area. The county's per capita income level is lower than state and national averages, and about 1,800 jobs have been lost in the past few years. Due to the county's rural nature and the location of the limited urban centers, local communities are unable to use their resources to address contamination at brownfield sites. Brownfield assessments are expected to allow the county to better understand environmental issues at sites, and better serve affected communities by encouraging site cleanup designs. Assessment Grants $200,000 for hazardous substances (Recovery Act Funding) $200,000 for petroleum (Recovery Act Funding) EPA has selected the Coshocton Port Authority for two brownfields assessment grants. Grant funds will be used to conduct a brownfields inventory and perform between five and six Phase I and five Phase II environmental site assessments for hazardous substances and petroleum contamination. Grant funds also will be used to conduct health monitoring, cleanup planning, and community outreach activities.
