Brownfields 2010 Cleanup Grant Fact Sheet Shelton, CT EPA Brownfields Program EPA's Brownfields Program empowers states. communities, and other stakeholders to work together to prevent, assess, safely clean up, and sustainably reuse brownfields. A brownfield site is real property, the expansion, redevelopment, or reuse of which may be complicated by the presence or potential presence of a hazardous substance, pollutant, or contaminant. In 2002, the Small Business Liability Relief and Brownfields Revitalization Act was passed to help states and communities around the country cleanup and revitalize brownfields sites. Under this law, EPA provides financial assistance to eligible applicants through four competitive grant programs: assessment grants, revolving loan fund grants, cleanup grants, and job training grants. Additionally, funding support is provided to state and tribal response programs through a separate mechanism. Community Description The City of Shelton was selected to receive a brownfields cleanup grant. Shelton (population 39,000) is located in the Naugatuck Valley Corridor of southwestern Connecticut. Twelve of the city"s 20 key brownfield sites, including the target site, are in the 70-acre Shelton Enterprise and Commerce Park in downtown Shelton, adjacent to the Housatonic River. They include former textile and chemical manufacturing facilities and metal finishing operations. Although most of the facilities were destroyed in a fire, they left behind abandoned tanks, widespread contaminated soil, and a groundwater plume of solvents. The minority population in the region has nearly doubled since 2002, and the city has the second highest number of unemployed residents in the region. The target site is in the neighborhood with the highest percentage of low- and moderate-income residents in the city. Cleanup of the target site will reduce threats to human health and the environment, particularly along the riverfront. Cleanup is expected to facilitate redevelopment of the site as part of an area-wide plan to add housing, business, and open space along the riverfront. Cleanup Grant $200,000 for hazardous substances EPA has selected the City of Shelton for a brownfields cleanup grant. Hazardous substances grant funds will be used to clean up the former Cel-lastik parcel at 93 East Canal Street. From 1870 to 1970, the site was used by the Shelton Company Bolt and Tack Works to manufacture bolts. From 1971 to 1981, it was used to manufacture rubber and plastic gaskets. Contaminants of concern include solvents, metals, and semi-organic volatile compounds. Grant funds also will be used for cleanup planning and community outreach activities.
