EPA's Brownfields Program empowers states.
communities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. A brownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. In
2002, the Small Business Liability Relief and
Brownfields Revitalization Act was passed to help
states and communities around the country cleanup and
revitalize brownfields sites. Under this law, EPA
provides financial assistance to eligible applicants
through four competitive grant programs: assessment
grants, revolving loan fund grants, cleanup grants, and
job training grants. Additionally, funding support is
provided to state and tribal response programs through
a separate mechanism.
Community Description
The City of Saco was selected to receive a brownfields
cleanup grant. Saco (population 16,822) is located on
the Atlantic coast in York County, the southernmost
county in Maine. The city has a long history of
manufacturing and industrial property use. There are at
least 20 potential brownfields totaling about 200 acres
in the city. Redevelopment of older mill space in
downtown Saco has slowed or been set aside. Saco"s
tax revenue is insufficient to fund necessary cleanups.
The target property is adjacent to Goosefare Brook, part
of a 3,875-acre watershed within Saco. Nonpoint source
runoff from industrial operations threatens the brook.
Cleanup of the target site will allow the city to
redevelop the building on the site to support its public
works operations.
Cleanup Grant
$200,000 for hazardous substances
EPA has selected the City of Saco for a brownfields
cleanup grant. Hazardous substances grant funds will
be used to clean up the former Saco Steel
Company/Earth Waste Systems site at 29 Lund
Road. Beginning in 1979, the Saco Steel Company
operated a scrap metal recycling facility at the site.
Earth Waste Systems operated the property from
1997 to 2000. The soil, surface water, and
groundwater are contaminated with metals, volatile
organic compounds, PCBs, and other hazardous
substances.
