EPA Brownfields Program
EPA's Brownfields Program empowers states.
communities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. A brownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. In
2002, the Small Business Liability Relief and
Brownfields Revitalization Act was passed to help
states and communities around the country cleanup and
revitalize brownfields sites. Under this law, EPA
provides financial assistance to eligible applicants
through four competitive grant programs: assessment
grants, revolving loan fund grants, cleanup grants, and
job training grants. Additionally, funding support is
provided to state and tribal response programs through
a separate mechanism.
Community Description
The Tri-County Community Action Program, Inc., was
selected to receive a brownfields cleanup grant. The
Program is based in the City of Berlin (population
10,331) which is located along the Androscoggin River
in northeastern New Hampshire. The city was once a
center for the logging and wood industries in northern
New England. These industries are now almost
completely gone, and have left behind abandoned
buildings and brownfields. Many brownfields are near
residential neighborhoods and discourage reinvestment.
The median household income in Berlin is 40 percent
lower than the state average. The target site housed
laboratories that developed new products for the pulp
and paper industry. Constructed in stages beginning in
1913, the facility was one of the earliest organized
industrial research departments in the country and was a
worldwide center of innovation for the industry. The
remaining historic structures have great cultural value
to the community. When the site is cleaned up, the
buildings will be used as a visitor's center, exhibition
space, and public meeting space, and will serve as the
gateway to Northern Forest Heritage Park.
Cleanup Grant $200,000 for hazardous
substances
EPA has selected the Tri-County Community Action
Program, Inc., for a brownfields cleanup grant.
Hazardous substances grant funds will be used to
clean up the Brown Co. Research and Development
site at 912 Main Street in Berlin. The site is
contaminated with mercury, PCBs, and other
hazardous substances.
