^lDir'% * ^fl^b • iM? ] Brownfields 2010 Cleanup Grant Fact Sheet ^*~^ Camden Redevelopment Agency, NJ EPA Brownfields Program EPA's Brownfields Program empowers states. communities, and other stakeholders to work together to prevent, assess, safely clean up, and sustainably reuse brownfields. A brownfield site is real property, the expansion, redevelopment, or reuse of which may be complicated by the presence or potential presence of a hazardous substance, pollutant, or contaminant. In 2002, the Small Business Liability Relief and Brownfields Revitalization Act was passed to help states and communities around the country cleanup and revitalize brownfields sites. Under this law, EPA provides financial assistance to eligible applicants through four competitive grant programs: assessment grants, revolving loan fund grants, cleanup grants, and job training grants. Additionally, funding support is provided to state and tribal response programs through a separate mechanism. Community Description The Camden Redevelopment Agency was selected to receive three brownfields cleanup grants. The City of Camden (population 79,904) is a city with many historic firsts, including the first commercial recording studio, manufacturing of the first color TV, and the first drive-in movie theater. During World War II, it was home to the largest, most productive shipyard in the world. Today, this eight-square-mile, densely populated city contains at least 210 brownfields. The unemployment rate is 15.9 percent, 35.5 percent of residents live below the poverty level, and 82.7 percent of residents are minorities. In the Cooper Grant neighborhood, the property that contains the three target sites is across the street from a day care facility. The Cooper Grant neighborhood is on the National Register of Historic Places. When the three sites are cleaned up, they will be the location of 10 new homes and become part of a larger project that also will contain open space for a park and recreational use. Redevelopment is expected to generate tax revenue and begin the process of revitalizing the Cooper Grant neighborhood. Cleanup Grants $600,000 for hazardous substances EPA has selected the Camden Redevelopment Agency for three brownfields cleanup grants. Hazardous substances grant funds will be used to clean up three sites within the larger ABC Barrel facility: 324-330 North Front Street, the 300 block of North Second Street, and 121-123 Penn Street in the Cooper Grant neighborhood. The facility was used as a worsted mill, steam laundry, and drum refurbishing facility. The target sites are contaminated with organic compounds and metals. Grant funds will be used to remove contaminated soil and materials.
