EPA's Brownfields Program empowers states.
communities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. A brownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. In
2002, the Small Business Liability Relief and
Brownfields Revitalization Act was passed to help
states and communities around the country cleanup and
revitalize brownfields sites. Under this law, EPA
provides financial assistance to eligible applicants
through four competitive grant programs: assessment
grants, revolving loan fund grants, cleanup grants, and
job training grants. Additionally, funding support is
provided to state and tribal response programs through
a separate mechanism.

Community Description

The City of McKinney was selected to receive two
brownfields assessment grants. Located 30 miles north
of Dallas, McKinney (population 125,000) was the
fastest growing U.S. city between 2000 and 2008. The
historic core of McKinney, its old town center,
originally developed around agriculture and textile
manufacturing with the arrival of the railroad in the late
1800s. By the 1970s, as highways were constructed,
businesses moved from the town center. Today the area
is characterized by blighted, underused, and abandoned
industrial properties, declining property values, and
lack of accessible greenspace. There are 39 suspected
hazardous substances sites and 95 suspected petroleum
sites in the town center. McKinney is targeting this
three-square-mile area for assessment. The area has
experienced an economic downturn for more than 40
years. In 2009, the average home value in the town
center was less than half the city"s average. Brownfield
assessments are expected to facilitate implementation of
the city"s comprehensive plan to support cleanup and
redevelopment of the historic town center.

                   EPA has selected the City of McKinney for two
                   brownfields assessment grants. Community-wide
                   hazardous substances grant funds will be used to
                   inventory brownfield sites and conduct 10 Phase I
                   and four Phase II environmental site assessments.
                   Grant funds also will be used for cleanup planning
                   and community outreach activities. Petroleum grant
                   funds will be used to conduct the same tasks at sites
                   with potential petroleum contamination.
