EPA Brownfields Program

EPA's Brownfields Program empowers states.
communities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. A brownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. In
2002, the Small Business Liability Relief and
Brownfields Revitalization Act was passed to help
states and communities around the country cleanup and
revitalize brownfields sites. Under this law, EPA
provides financial assistance to eligible applicants
through four competitive grant programs: assessment
grants, revolving loan fund grants, cleanup grants, and
job training grants. Additionally, funding support is
provided to state and tribal response programs through
a separate mechanism.

Community Description

The City of Coralville was selected to receive two
brownfields assessment grants. Coralville (population
18,478)  is a small city on the  Iowa River that was
settled in the 1800s by millers. The city"s growth began
after World War II as students from the University of
Iowa began residing in Coralville. The construction of
U.S. Interstate 80 along the city"s northern border also
resulted in unzoned and unplanned growth. As the
population increased, unsustainable development of
open space on the city"s edge resulted in continued
disinvestment and blight in the city"s old industrial
district.  The city"s unemployment rate is the highest it
has been in 30 years. Its six Brownfield Zones contain
330 acres of brownfield sites. Disinvestment in the
Brownfield Zones was compounded by the 2008
flooding of the Iowa River. Although the floods were
devastating, they have given the city the opportunity to
rebuild and recreate sustainable neighborhoods.
Brownfield assessments are expected to lay the
foundation for site cleanup, redevelopment, and
greenspace creation.
                   Assessment Grants

                   $200,000 for hazardous substances
                   $183,000 for petroleum

                   EPA has selected the City of Coralville for two
                   brownfields assessment grants. Community-wide
                   hazardous substances and petroleum grant funds will
                   be used to perform up to 20 Phase I and 10 Phase II
                   environmental site assessments, and conduct cleanup
                   planning and community outreach activities.
