A brownfield site is real property, the expansion, redevelopment, or reuse of which may be complicated by the presence or potential presence of a hazardous substance, pollutant, or contaminant. In 2002, the Small Business Liability Relief and Brownfields Revitalization Act was passed to help states and communities around the country cleanup and revitalize brownfields sites. Under this law, EPA provides financial assistance to eligible applicants through four competitive grant programs: assessment grants, revolving loan fund grants, cleanup grants, and job training grants. Additionally, funding support is provided to state and tribal response programs through a separate mechanism. Community Description Bartlett Place Land, Inc., was selected to receive three brownfields cleanup grants. The target sites are in the Roxbury neighborhood (population 55,663) of Boston. Roxbury is a low-to-moderate income community. Almost 49 percent of residents are African-American and 21 percent are Latino. Hundreds of properties in the neighborhood have been foreclosed, and 24 percent of residents live below the poverty level. There are approximately 34 acres of brownfields in Roxbury, many of which are former manufacturing facilities that left the area in the 1980s. These facilities are now underused and potentially contaminated. Once the three target sites are cleaned up, they will be part of a redevelopment project planned for the Bartlett Yard facility that is expected to include 312 mixed-income homes and apartments, retail space, and public greenspace. Plans call for Lot 1 to include two apartment buildings and retail space. Lot 3 is expected to be redeveloped with a 44-unit apartment building. Lot 4 is expected to be redeveloped for 35 affordable apartments for seniors. Redevelopment is expected to generate more than 400 construction jobs, 100 permanent jobs, and $400,000 in annual tax revenue. Cleanup Grants $600,000 for hazardous substances EPA has selected Bartlett Place Land, Inc., for three brownfields cleanup grants. Hazardous substances grant funds will be used to clean up Lots 1, 3, and 4 of the Bartlett Yard facility at 2565 Washington Street in the Roxbury neighborhood of Boston. The 8.5-acre facility was formerly used as a bus maintenance garage, parking garage, refueling depot, and rail yard. All three lots are contaminated with PCBs, polycyclic aromatic hydrocarbons, and metals. Grant funds also will be used to conduct community involvement activities.
