EPA's Brownfields Program empowers states.
communities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. A brownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. In
2002, the Small Business Liability Relief and
Brownfields Revitalization Act was passed to help
states and communities around the country cleanup and
revitalize brownfields sites. Under this law, EPA
provides financial assistance to eligible applicants
through four competitive grant programs: assessment
grants, revolving loan fund grants, cleanup grants, and
job training grants. Additionally, funding support is
provided to state and tribal response programs through
a separate mechanism.
Community Description
The New Albany Redevelopment Commission was
selected to receive two brownfields assessment grants.
Located in southern Indiana along the Ohio River, New
Albany (population 37,603) flourished from the time of
its founding in 1813 until after World War II, when the
manufacturing sector moved from the city. A 2008
inventory identified 73 potential brownfields, 65 of
which are in the city's target area, the Urban Enterprise
Zone (UEZ). Brownfields within the UEZ total about
220 acres. Both of the two major waterways that border
the UEZ are on the Indiana Impaired Waterways list.
Sixty-five percent of area residents are considered to
have low-to-moderate incomes, and the median
household income is nearly $10,000 lower than the city
median. The percentage of minority residents is
significantly higher in the UEZ than the city average.
As of August 2010, the unemployment rate in New
Albany was 11.2 percent. Brownfield assessments are
expected to help leverage new and expanded
redevelopment in the UEZ area.
Assessment Grants
$200,000 for hazardous substances
$200,000 for petroleum
EPA has selected the New Albany Redevelopment
Commission for two brownfields assessment grants.
Community-wide hazardous substances and
petroleum grant funds will be used to prioritize sites
and conduct about 25 Phase I and 10 Phase II
environmental site assessments. Grant funds also
will be used to develop cleanup plans and support
community outreach activities. The target area for
assessments is the city's designated Urban Enterprise
Zone.
