EPA's Brownfields Program empowers states.
communities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. A brownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. In
2002, the Small Business Liability Relief and
Brownfields Revitalization Act was passed to help
states and communities around the country cleanup and
revitalize brownfields sites. Under this law, EPA
provides financial assistance to eligible applicants
through four competitive grant programs: assessment
grants, revolving loan fund grants, cleanup grants, and
job training grants. Additionally, funding support is
provided to state and tribal response programs through
a separate mechanism.
Community Description
The Redevelopment Authority of the City of
Milwaukee (RACM) was selected to receive three
brownfields cleanup grants. Located in eastern
Wisconsin along Lake Michigan, Milwaukee
(population 605,027) was built on a foundation of
robust industrial activity dominated by die cast
companies, machine tool manufacturers, tanneries,
foundries, and printers. The decline in the city's
traditional industrial manufacturing base has left a
legacy of vacant and underutilized brownfields. RACM
has documented about 300 acres of brownfields, as well
as an abundance of small neighborhood sites such as
dry cleaners, gas stations, and repair shops. Housing
market conditions and increased foreclosure rates have
negatively impacted the city's revenues and budget.
Once the East Lincoln Avenue site is cleaned up, the
city plans to sell it to an adjacent land owner who plans
to expand the adjacent facility and its workforce. This
expansion is expected to increase property values and
the city's tax base. Cleanup of the Century City ? Areas
D and F sites will remove the threat of contamination to
area residents and increase the properties' value. Once
cleaned up, the sites will be redeveloped as part of the
larger Century City redevelopment project that is
expected to include a business park with residential and

EPA has selected the Redevelopment Authority of
the City of Milwaukee for three brownfields cleanup
grants. Hazardous substances grant funds will be
used to clean up 143 East Lincoln Avenue. The
eight-acre site was once home to two glass
manufacturing facilities, one of which included a
manufactured gas plant, as well as large tanks and a
railroad storage area. Grant funds also will be used
to clean up Century City ? Area D, 16 acres, and
Area F, 11 acres, both at 3533 North 27th Street in
the 30th Street Industrial Corridor. The primary
activity at these sites was the production of auto
frames. Military equipment, water heaters, and
electric motors also were manufactured on the sites.
Soil and groundwater at all three sites are
contaminated with volatile organic compounds,
poly cyclic aromatic hydrocarbons, and metals. Grant
funds also will be used for cleanup planning and
community involvement activities at all three sites.
