EPA's Brownfields Program empowers states.
communities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. A brownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. On
January 11, 2002, President George W. Bush signed
into law the Small Business Liability Relief and
Brownfields Revitalization Act. Under the Brownfields
Law, EPA provides financial assistance to eligible
applicants through four competitive grant programs:
assessment grants, revolving loan fund grants, cleanup
grants, and job training grants. Additionally, funding
support is provided to state and tribal response
programs through a separate mechanism.
Community Description
The Reno Redevelopment Agency was selected to
receive a cleanup grant. Reno grew up around the
Transcontinental Railroad as the last stop before the
tracks climbed the mountains on the way to California.
The city's downtown is underlain with contaminated
soil and groundwater, which is hindering
redevelopment efforts and contributing to urban sprawl.
The city has targeted a site that will become part of the
planned Reno Event Center, a state-of-the-art
multipurpose event hall. The neighborhood surrounding
the planned center has a population of 2,946 and a
poverty rate of about 20 percent. Per capita income is
only $15,454, compared to $26,114 citywide. Shallow
groundwater below the site is within the capture zone of
local drinking-water wells. Cleanup and redevelopment
of the site will improve groundwater quality and attract
new investments that will help spur Reno's faltering
economy. Neighborhood advisory boards and other
community-based groups will continue to be involved
in the project.
Cleanup Grant
$200,000 for hazardous substances
EPA has selected the Reno Redevelopment Agency
for a cleanup grant. Grant funds will be used for
cleanup activities at the Sage Motel Parcel, a vacant
site used previously for automotive maintenance and
service. The soil and groundwater are contaminated
with PCE.
