EPA Brownfields Program

EPA's Brownfields Program empowers states.
communities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. A brownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. On
January 11, 2002, President George W. Bush signed
into law the Small Business Liability Relief and
Brownfields Revitalization Act. Under the Brownfields
Law, EPA provides financial assistance to eligible
applicants through four competitive grant programs:
assessment grants, revolving loan fund grants, cleanup
grants, and job training grants. Additionally, funding
support is provided to state and tribal response
programs through a separate mechanism.

Community Description

The City of Bellflower was selected to receive a
brownfields assessment grant. Bellflower is a mostly
urban city of approximately 78,000 residents in Los
Angeles County. The city has a signficant minority
population, primarily African-American and Hispanic.
Like the rest of Los Angeles County, Bellflower is
experiencing a tremendous housing shortage. The city
seeks to redevelop brownfields sites in two target areas
in its downtown area. Approximately 31,361  people live
within one mile of the two target areas, 15,682 of whom
have low or moderate incomes. Most of these low- and
moderate-income families reside  in multi-family rental
housing. Another vacant parking  lot site will  be
developed into 15 affordable single-family homes to
address the dire need for affordable housing in the city.
                   Assessment Grant

                   $200,000 for petroleum

                   EPA has selected the City of Bellflower to receive a
                   brownfields assessment grant. Grant funds will be
                   used to fund a Phase III petroleum assessment at a
                   vacant parking lot. Phase I and II assessments at the
                   site identified petroleum contamination, and the city
                   is requiring further assessment before moving
                   forward with purchase of the site.
