EPA's Brownfields Program empowers states.
communities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. A brownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. In
2002, the Small Business Liability Relief and
Brownfields Revitalization Act was passed to help
states and communities around the country cleanup and
revitalize brownfields sites. Under this law, EPA
provides financial assistance to eligible applicants
through four competitive grant programs: assessment
grants, revolving loan fund grants, cleanup grants, and
job training grants. Additionally, funding support is
provided to state and tribal response programs through
a separate mechanism.
Community Description
The City of Adel was selected to receive a brownfields
assessment grant. Located in central Iowa just west of
Des Moines, Adel (population 3,435) is bisected by a
former rail line that has since been redeveloped into a
recreational trail. Next to the trail are blighted bulk oil
storage facilities, a brick factory, and a concrete plant,
evidence of the area's industrial past. The area around
the trail is economically disadvantaged, and the
properties pose a potential environmental and safety
hazard to the residential neighborhoods adjacent to the
trail. These neighborhoods have per capita incomes that
are less than those of the city and state as a whole. As
Adel's population is growing, the city seeks to reuse its
former industrial sites to reduce development pressure
on prime agricultural land. Brownfield assessments are
expected to determine site impacts of properties
surrounding the former rail line, and catalyze site
cleanup and redevelopment.
Assessment Grant
$200,000 for hazardous substances
EPA has selected the City of Adel for a brownfields
assessment grant. Community-wide hazardous
substances grant funds will be used to conduct seven
or eight Phase I and five or six Phase II
environmental site assessments. Grant funds also
will be used to evaluate cleanup options and support
community outreach activities.
