EPA Brownfields Program
EPA's Brownfields Program empowers states,
communities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. A brownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. On
February 17, 2009, President Barack Obama signed
into law the American Recovery and Reinvestment Act.
The Recovery Act is an unprecedented effort to
jumpstart our economy, and create or save millions of
jobs. This law provided stimulus funds to the
Brownfields Program to award grants to evaluate and
clean up former industrial and commercial sites. Under
this law, EPA will provide financial assistance to
eligible applicants through four competitive grant
programs: assessment grants, revolving loan fund
grants, cleanup grants, and job training grants.
Community Description
Kit Carson Rural Development was selected to receive
a brownfields cleanup grant. Located in Cheyenne
County, Kit Carson (population 253) has at least four
known brownfield sites along the same main highway
that runs through town. The 0.4-acre Paxson Building
target site is the largest, most visible brownfield in
town. The only health clinic in town is next door to the
site, and four churches, a bank, and a grocery store are
within 100 feet of the building. The Paxson property
and the other three sites along the same highway pose
potential threats to human health, impair the quality of
the town's commercial area, and reduce the number of
available sites for redevelopment. Cleanup of the
Paxson site is expected to serve as a catalyst that will
enable the town to redevelop this and other sites in
town.
Cleanup Grant
$200,000 for hazardous substances
(Recovery Act Funding)
EPA has selected Kit Carson Rural Development for
a brownfields cleanup grant. Hazardous substances
grant funds will be used to clean up the Paxson
Building site located on the southwest corner of
Highway 40/287 and Church Street. The currently
vacant site was home to a variety of operations,
including an automobile dealership and repair shop,
fuel station, and caf
e. Grant funds will be used to remove and
dispose of inorganic contaminants, and
oversee the cleanup process.
