EPA's Brownfields Program empowers states.
communities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. A brownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. In
2002, the Small Business Liability Relief and
Brownfields Revitalization Act was passed to help
states and communities around the country cleanup and
revitalize brownfields sites. Under this law, EPA
provides financial assistance to eligible applicants
through four competitive grant programs: assessment
grants, revolving loan fund grants, cleanup grants, and
job training grants. Additionally, funding support is
provided to state and tribal response programs through
a separate mechanism.
Community Description
The City of Bay City was selected to receive a
brownfields revolving loan fund grant. Bay City
(population 33,874) is a small mid-Michigan port
community bisected by the Saginaw River. For years,
its economy was driven by the manufacturing of
automotive components, heavy machinery, and ships
for the U.S. Navy. The steady decline in manufacturing
since the 1960s has resulted in numerous plant closings,
the loss of thousands of jobs, and abandonment of 41
percent of industrial facilities on the riverfront. There
are 17 brownfields covering 417 acres in the city. Most
brownfields are along the waterfront and in the core of
the community. Many riverfront parcels have been
severely impacted by heavy metals and petroleum
products. PCBs, dioxins, and other contaminants have
impacted the Saginaw River and the bay. As of July
2009, the unemployment rate in Bay City was 13.3
percent. Brownfield cleanups conducted through the
RLF grant are expected to protect human health and
enable the city to leverage investments that will increase
tax values and create job opportunities.
Revolving Loan Fund Grant
$750,000 for hazardous substances
$250,000 for petroleum
EPA has selected the City of Bay City for a
brownfields revolving loan fund grant. The grant
will be used to capitalize a revolving loan fund from
which the City of Bay City will provide loans to
support cleanup activities for sites contaminated with
hazardous substances and petroleum. Grant funds
also will be used to oversee and monitor cleanups.
The city anticipates awarding three loans.
