Brownfields 2010 Assessment Grant Fact Sheet St. Clair County Brownfield Redevelopment Authority, Ml EPA Brownfields Program EPA's Brownfields Program empowers states. communities, and other stakeholders to work together to prevent, assess, safely clean up, and sustainably reuse brownfields. A brownfield site is real property, the expansion, redevelopment, or reuse of which may be complicated by the presence or potential presence of a hazardous substance, pollutant, or contaminant. In 2002, the Small Business Liability Relief and Brownfields Revitalization Act was passed to help states and communities around the country cleanup and revitalize brownfields sites. Under this law, EPA provides financial assistance to eligible applicants through four competitive grant programs: assessment grants, revolving loan fund grants, cleanup grants, and job training grants. Additionally, funding support is provided to state and tribal response programs through a separate mechanism. Community Description The St. Clair County Brownfield Redevelopment Authority was selected to receive a brownfields assessment coalition grant. The Authority's coalition partners are the St. Clair Land Bank Authority, the Cities of Port Huron and Marysville, and Port Huron Township. St. Clair County (population 168,894) is located along the east coast of Michigan's "thumb" adjacent to Lake Huron. The county's largest city, Port Huron, serves as a crossroads for several major expressways, rail lines, and shipping routes linking Canada and the United States. Despite the county's prime location and natural resources, a decline in the automotive and other manufacturing sectors has resulted in dramatic population losses, high unemployment rates, and a significant increase in the number of brownfield sites. Unemployment rates in the county and Port Huron City are 19.2 and 24.8 percent, respectively. Brownfield assessments will increase public awareness about the sites, provide data to support cleanup activities, and help leverage additional redevelopment funding. Assessment Grant $689,000 for hazardous substances $311,000 for petroleum EPA has selected the St. Clair County Brownfield Redevelopment Authority for a brownfields assessment coalition grant. Community-wide hazardous substances grant funds will be used to conduct up to 35 Phase I and 22 Phase II environmental site assessments. Petroleum grant funds will be used to conduct up to 20 Phase I and 14 Phase II environmental site assessments. Funds from both grants also will be used to develop an inventory of brownfields, prepare cleanup plans, and conduct community outreach activities.
