EPA Brownfields Program

EPA's Brownfields Program empowers states.
communities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. A brownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. In
2002, the Small Business Liability Relief and
Brownfields Revitalization Act was passed to help
states and communities around the country cleanup and
revitalize brownfields sites. Under this law, EPA
provides financial assistance to eligible applicants
through four competitive grant programs: assessment
grants, revolving loan fund grants, cleanup grants, and
job training grants. Additionally, funding support is
provided to state and tribal response programs through
a separate mechanism.

Community Description

The Oklahoma City Housing Authority was selected to
receive a brownfields cleanup grant.  Oklahoma City
(population 551,789) is the capital and largest city in
Oklahoma. The target site is located in an older part of
the city, southwest of the Central Business District.
Constructed in 1937, the complex consists of 85
buildings on about 40 acres. It is within a federally
designated Empowerment Zone inside a Neighborhood
Revitalization Strategy Area. The area is composed  of
two contiguous neighborhoods where 73 percent of
residents have low incomes, 43.4 percent live in
poverty, and 17.7 percent are unemployed. When the
target site is cleaned up, the area will be used as tornado
shelters and common rooms for community meetings
and activities.

                   $200,000 for hazardous substances

                   EPA has selected the Oklahoma City Housing
                   Authority for a brownfields cleanup grant.
                   Hazardous substances grant funds will be used to
                   clean up the Will Rogers Courts site at 1620
                   Heyman Street. The site is a 348-unit public housing
                   development that is contaminated with metals and
                   inorganic substances.
