Brownfields 201 1 Cleanup Grant Fact Sheet ~ Vienna Development Authority, GA EPA Brownfields Program EPA's Brownfields Program empowers states. communities, and other stakeholders to work together to prevent, assess, safely clean up, and sustainably reuse brownfields. A brownfield site is real property, the expansion, redevelopment, or reuse of which may be complicated by the presence or potential presence of a hazardous substance, pollutant, or contaminant. In 2002, the Small Business Liability Relief and Brownfields Revitalization Act was passed to help states and communities around the country cleanup and revitalize brownfields sites. Under this law, EPA provides financial assistance to eligible applicants through four competitive grant programs: assessment grants, revolving loan fund grants, cleanup grants, and job training grants. Additionally, funding support is provided to state and tribal response programs through a separate mechanism. Community Description The Development Authority of the City of Vienna was selected to receive a brownfields cleanup grant. Vienna (population 3,081) is a small rural city in Dooly County in central Georgia. The city's unemployment rate is nearly 11 percent. This rate is expected to rise further because a major employer is leaving the region. The targeted Vienna Elementary School is in the middle of a residential area with a high percentage of low-to-moderate-income residents. The site has been vacant since 2004, and the presence of hazardous materials has hindered redevelopment plans. The abandoned school is next to a public housing complex and a facility that provides many children's enrichment activity programs. Site cleanup will reduce residential health threats and is expected to enable redevelopment plans to proceed. The city plans to redevelop the site as a community center complex that will provide indoor recreation activities, classrooms, and a location for the Dooly County Family Resource Program. Cleanup Grant $196,000 for hazardous substances EPA has selected the Development Authority of the City of Vienna for a brownfields cleanup grant. Hazardous substances grant funds will be used to clean up the 5.7-acre Vienna Elementary School at 216 Ninth Street. The site originally was used for residential and agricultural purposes, and from 1957 to 2004, served as the Vienna Elementary School. It is contaminated with metals and inorganic materials. Grant funds also will be used to conduct community outreach activities.
